21. AWARD CONTRACT: FRONT STREET WATER MAIN REPLACEMENT AND ZONE\nCHANGE - PHASE 1 – F2M19-20, N2M23-45, C2M23-72, M2M23-150\nOn April 24, 2023, the City received and opened five bids for the Front Street Water Main\nReplacement and Zone Change- Phase The lowest bid received was from CEM\nConstruction Corp in the amount of $779,360.00; however, upon contacting them, CEM\nelected to withdraw their bid. Teicheert Energy & Utilities Group Inc. was the second\nlowest bidder with a bid of $908,785.00. Staff reviewed the bid submitted by Teicheert\nEnergy & Utilities Group Inc. and found it to be in full compliance and conformance with\nthe project specifications.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, by and between the City of Alhambra and\nTeicheert Energy & Utilities Group Inc. for the Front Street Water Main Replacement and\nZone Change - Phase 1 Project in an amount not to exceed $908,785.00; find the Project\ncategorically exempt from California Environmental Quality Act (CEQA) pursuant to CEQA\nGuidelines Section 15301 (b); direct the Finance Director to carryover funds from the\n2022-23 Fiscal Year Budget in the amount of $1,500,000 in account number\n401.80.8884.91809 to the 2023-24 Fiscal Year Budget; and, direct staff to undertake the\nsteps necessary to finalize Council’s action.
