22. AWARD CONTRACT: COMCATE CODE ENFORCEMENT SOFTWARE – F2M15-36,\nC2M23-73, M2M23-151\n11\n8-28-23\nThe Code Enforcement Division has utilized COMCATE since 2015 to manage Code\nEnforcement cases. The Code Enforcement Division would like to continue to with\nCOMCATE. The proposal from COMCATE is a five-year contract with an option for two,\none-year extensions at the City’s discretion for a total cost of $121,256. Pursuant to\nAlhambra Municipal Code Section 3.36.080(B)(2), the purchase method may be disposed\nwith when the equipment can only be obtained from one source (sole source). Since\nCOMCATE is the developer of the software, user support and updates, no other vendor\ncan provide the support service and software upgrades.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, by and between the City of Alhambra and\nCOMCATE for continued use of Code Enforcement software in an amount not to exceed\n$121,256, for five years through June 30, 2028 with an option to extend for two, one-year\nterms in the amount of $26,200 for year 6 and $27,510 for year 7; authorize the City\nManager to execute the Agreement and extensions base on satisfactory performance and\nfuture budget allocations; and, direct staff to undertake the steps necessary to finalize\nCouncil’s action.
