10. NOTICE INVITING BIDS: REHABLITATION OF THE SEWER MAIN ON BEACON\nSTREET – F2M23-61, N2M23-104\nThe City of Alhambra Utilities Department is responsible for inspection, maintenance and\nrepair of the sewer system. The Wastewater Division performs regular sewer main\ncleaning and has an ongoing program to monitor and inspect the condition of the City’s\nsewer collection system. Extreme rain events over the past few months have further\ndegraded the condition of an aging sewer pipeline. On June 6, 2023, at 1010 E. Beacon\nStreet, the sewer main became blocked causing sewage to overflow through a manhole\ninto the street. City’s staff contained the spill and worked to clear the blocked sewer main.\nLining this section of the sewer main will reduce the risk of future potential blockages and\navoid the risk of pipe failure. Due to the sewer main passing through many private\nproperties, pipe lining is the preferred method of repair. This section of sewer main is 6\ninches in diameter and about 570 feet in length. Plans and specifications have been\n6\n8-28-23\nprepared; staff has reviewed the plans and found them to be consistent with City\nstandards.\nRecommended Action: City Council approve the distribution of a Notice Inviting Bids\nto qualified contractors for the Rehabilitation of the Sewer Main on Beacon Street with\nbids due no later than 10:30 a.m. on September 14, 2023, and opened at 11:00 a.m. that\nsame day.
