2. CONSIDERATION OF URGENCY ORDINANCE, ENACTED PURSUANT TO\nGOVERNMENT CODE SECTION 65858, EXTENDING A TEMPORARY MORATORIUM\nON THE ISSUANCE OF PERMITS OR ENTITLEMENTS FOR ANY SELF-STORAGE\nPROJECT IN THE CITY – F2M23-7, N2M23-101, O2M23-4817, M2M23-134\nAt the July 24, 2023 City Council meeting, the City Council adopted an urgency ordinance\nplacing a temporary moratorium on the issuance of permits or entitlements for any self-\nstorage projects in the City, exempting therefrom two specific projects whose entitlements\nwere already being processed by the City (2121 Orange and 1146 South Meridian). The\nreasons for the moratorium are set forth in Ordinance No. O2M23-4816. Staff has not yet\nhad a chance to further research the impacts of additional self-storage projects in the City,\nnor has staff had sufficient time to develop recommendations for Council’s consideration\nin that regard. An extension of the moratorium is necessary to allow staff to undertake\nthis research and development. Consistent with the requirements of Government Code\nsection 65858, an extension requires that a public hearing be conducted. After the public\nhearing, the Council can consider Ordinance No. O2M23-4817, that will extend the\nexisting temporary moratorium to and through July 22, 2024. A report detailing the\nintended course of action by staff has been available in the City Clerk’s office and on the\nCity’s website since August 18, 2023.\nRecommended Action: City Council:\n1. Conduct a public hearing.\n2. Find that the recommended action is exempt from the California Environmental\nQuality Act ("CEQA") as set forth in the attached Urgency Ordinance (M2M23-134);\nand,
