20. CONTRACT AMENDMENT: PROFESSIONAL ENGINEERING SERVICES TO\nADVANCE THE SR-710 TERMINUS CONCEPT PROJECTS AND APPROPRIATION\nOF FUNDS – F2M19-32, C2M20-43, M2M23-149\n10\n8-28-23\nOn August 10, 2020, the City Council awarded contract to Kimley-Horn for the professional\nengineering services to advance the 710 concepts. The firm’s contract was for three-years\nexpiring on August 26, 2023, with an option to extend the contract two years, depending\non the needs of the project(s) and contractor performance. Since the contractor’s\nperformance has remained acceptable, staff is recommending approval of this\nAmendment. There have been deviations from the original scope, which have resulted in\nthis Amendment request. The deviations were dictated by early study results. Further,\nadditional project management by Kimley-Horn became necessary for staggering the\nproject review process. This staggering approach was not known at the time the City\nprepared the RFP. In addition, given the complexity of this project, and its relationship to\nthe business, residential, and school communities, Kimley-Horn expanded its outreach\nand technical support to the City. The additional work consisted of traffic counts,\nsimulations, collision analysis, traffic modeling, and opportunity analysis. The contract\nrequires a term extension through August 26, 2025. The total costs of the additional\ncontract engineering work are $459,830.\nRecommended Action: City Council approve an Amendment to the contract with\nKimley-Horn (C2M20-43), subject to final language approval by the City Manager and the\nCity Attorney, for professional engineering consulting services to advance the SR-710\nTerminus Concept Projects; extend the contract by two years through August 26, 2025;\ncarry over the existing purchase order and remaining contract funds into the 2023-24\nFiscal Year; appropriate additional funding in the amount of $459,830 from the Measure\nM Fund in Fiscal year 2023-24; and, direct staff to undertake the steps necessary to\nfinalize the Council’s action.
