23. RESOLUTIONS APPROVING SIDE LETTER AGREEMENTS AMENDING THE\nMEMORANDUM OF UNDERSTANDING BETWEEN THE CITY AND THE ALHAMBRA\nPOLICE NON-SWORN ASSOCIATION (APNSEA) AND APPROVING A NEW CLASS\nSPECIFICATION FOR INVESTIGATIVE SUPPORT SPECIALIST AND A REVISED\nCLASS SPECIFICATION FOR PUBLIC INFORMATION ASSISTANT – F2M23-2,\nR2M23-43, R2M23-44, C87-16D, M2M23-152\nIn June 2022, the City Council approved and adopted a successor MOU between the City\nand APNSEA. The MOU between the City and APNSEA was set to expire on June 30,\n2024. Most recently, City representatives and representatives of the APNSEA met and\nconferred regarding additional compensation and benefit increases available to\nemployees. The Side Letter Agreement amending the existing MOU between the City and\nAPNSEA provides for the following agreed upon compensation and benefit enhancements\nfor all employees within the APNSEA and extends the term dates of the MOU through the\nend of Fiscal Year 2027. Additionally, during negotiations, City and APNSEA reached\nagreement on the creation and addition of a new class specification for Investigative\nSupport Specialist, this position with provide the department with a skilled person that\npossesses ability to perform crime analyst work. Furthermore, in the Second Side Letter\nAgreement the parties agreed to revise the title for Marketing and Community\nEngagement Assistant to Public Information Assistant to more accurately identify the type\nof work related to the position. This classification is also part of a series of classifications\nand since the title for the related classification of Public Information Specialist was revised\nand updated recently, City staff deemed it appropriate to recommend a title revision for\nthis position also.\nRecommended Action: City Council: 1) Adopt Resolution No. R2M23-43 entitled:\nA Resolution of the Alhambra City Council approving a Side Letter Agreement amending\nthe Memorandum of Understanding between the City of Alhambra and the Alhambra\nPolice Non-Sworn Association and approving a new Class Specification for Investigative\nSupport Specialist; 2) Adopt Resolution No. R2M23-44 entitled: A Resolution of the\nAlhambra City Council approving a Second Side Letter Agreement amending the\nMemorandum of Understanding between the City of Alhambra and the Alhambra Police\n12\n8-28-23\nNon-Sworn Association and approving a revised Class Specification for Public Information\nAssistant (formerly Marketing and Community Engagement Assistant); 3) Direct the\nFinance Director to make necessary budget adjustments within the Fiscal Year 2023-24\nand 2024-25 Adopted Budget for the compensation and benefit packages for these\nemployees; and, 4) Direct staff to undertake the steps necessary to finalize Council’s\naction.
