E. Second Reading and Adoption of Ordinance No. 1013 - Approval of Planned\nDevelopment 22-01 and Zone Change 22-01, Amending the Zoning Map of the\nSubject Site from Single Family Residential (R-1) to Planned Development (P-D)\nZone at 8601 Mission Drive and Affordable Housing Agreement On January 10, 2023,\nthe City Council introduced for first reading, Ordinance No. 1013, an ordinance\nadopting the approval of Planned Development 22-01 and Zone Change 22-01,\namending the Zoning Map of the subject site from Single Family Residential (R-1) to\nPlanned Development (P-D) zone. The subject site is located at 8601 Mission Drive.\nIn addition, the City Council directed staff to work with the applicant to revise the\nAffordable Housing Agreement. CEQA: Not subject to the California Environmental\nQuality Act.\nRecommendation: That the City Council take the following actions:\n1. Move to approve the second reading and adopt Ordinance No. 1013, by title\nonly, entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF\nROSEMEAD, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, FOR THE\nAPPROVAL OF PLANNED DEVELOPMENT 22-01 AND ZONE CHANGE 22-01,\nAMENDING THE ZONING MAP OF THE SUBJECT SITE FROM SINGLE FAMILY\nRESIDENTIAL (R-1) TO PLANNED DEVELOPMENT (P-D) ZONE. THE SUBJECT\nSITE IS LOCATED AT 8601 MISSION DRIVE;\n2. Authorize the City Manager to execute an Affordable Housing Agreement with\nMission Villas, LLC for four affordable units; and\n3. Find that the City of Rosemead acting as a Lead Agency, has completed an\nInitial Study in accordance with the California Environmental Quality Act\n(CEQA) (Public Resources Code Section 21000-21177) and pursuant to Section\n15063 of Title 14 of the California Code of Regulations (CCR). The City has\nconcluded that the project will not have a significant effect on the environment\nwith the incorporation of mitigation measures and has therefore prepared a\nDraft Mitigated Negative Declaration.\nStaff Report
