D. Approval of First Amendment to Professional Services Agreement with Transtech\nEngineers, Inc. to Provide Traffic Engineering, Engineering Support, and Public\nWorks Permit Inspection Services On September 7, 2021, the City Council approved\na one-year extension to the professional services agreement with Transtech\nEngineers, Inc. in the amount of $342,420.00 to provide City Engineering, Traffic\nEngineering and General Engineering services. Transtech’s Agreement expires on\ntheir Agreement for approximately 16 months to align with the start/end of the City’s\nfiscal year (June 30, 2024). Transtech’s proposal includes an hourly rate fee\nschedule increase of 2.76% compared to their 2021/22 fee schedule. This fee\nincrease is reasonable and well below the annual Consumer Price Index (CPI)\nincrease of approximately 7%. Furthermore, due to the City’s recent addition of a\nfull-time City Engineer, the scope of services is proposed to be amended to reduce\nand reclassify City Engineering services to Engineering Support services and\nincrease Traffic Engineering services to address the City’s backlog of traffic\nanalyses related to Traffic Commission items and community requests. CEQA: Not\nsubject to the California Environmental Quality Act.\nRecommendation: That the City Council authorize the City Manager to execute the First\nAmendment to the professional services agreement with Transtech Engineers, Inc. for\nengineering services to extend the agreement term from February 18, 2023, to June 30,\n2024, in a not-to-exceed amount of $431,200.\nStaff Report
