G. MEMORANDUM OF AGREEMENT WITH THE LOS ANGELES GATEWAY\nREGION INTEGRATED REGIONAL WATER MANAGEMENT JOINT POWERS\nAUTHORITY FOR ANNUAL COST SHARING FOR MONITORING\nPURSUANT TO THE HARBOR TOXIC POLLUTANTS TOXIC POLLUTANT\nTOTAL MAXIMUM DAILY LOAD (TMDL), WHICH IS ESTIMATED AT\n$744.90 FOR FISCAL YEAR 2023-24\nThe Los Angeles River and tributaries Toxic Pollutant Total Maximum Daily\nLoad (TMDL), adopted by the Regional Water Quality Control Board requires\nLos Angeles River watershed cities and agencies to monitor levels of Toxic\nPollutants in the river and its tributaries. In July 2018, San Gabriel, along with\nother agencies, approved a Memorandum of Agreement with the Los Angeles\nRegion Integrated Regional Water Management Joint Powers Authority\n(GWMA) to oversee a coordinated monitoring program. If entered in a three-\nyear coordinated monitoring program, the annual cost for Fiscal Year 2023-24\nis $744.90 for Fiscal Year 2023-24, $748.12 for Fiscal Year 2024-25, and\n$765.68 for Fiscal Year 2025-2026.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council approve and authorize the City\nManager to execute the Memorandum of Agreement with the Los Angeles\nGateway Region Integrated Regional Water Management Joint Powers\nAuthority (GWMA) for a period of three years.
