ORDINANCE NO. 691 RELATING TO ELECTRONIC AND PAPERLESS FILING\nOF FAIR POLITICAL PRACTICES COMMISSION (FPPC) CAMPAIGN\nDISCLOSURE STATEMENTS AND STATEMENTS OF ECONOMIC INTERESTS\n– SECOND READING AND ADOPTION\nOrdinance No. 691 was introduced and the first reading was conducted by\ntitle only by a vote of 4-0 vote of the City Council at the August 15, 2023, City\nCouncil meeting. Ordinance No. 691 would require electronic filing of\ncampaign finance statements and Statements of Economic Interests. D. HOME PRESERVATION PROGRAM CONSTRUCTION CONTRACT WITH\nSAN GABRIEL VALLEY HABITAT FOR HUMANITY FOR THE HAYES HOUSE\nREPAIRS\nThe City of San Gabriel owns the property located at 546 West Broadway,\nwhich is the site of the Hayes House, San Gabriel Historical Museum, and Jail,\nis operated and maintained by the San Gabriel Historical Association (SGHA).\nThe structures are in need of maintenance and repairs. In July 2023, the San\nGabriel Valley Habitat for Humanity informed the City that they will be\nassisting SGHA with some of the repair items. The amount of the contract is\n$7,100. These funds are part of the Fiscal Year 2023-24 adopted general fund\nbudget.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. Approve the Home Preservation Program Construction Contract with the\nSan Gabriel Valley Habitat for Humanity for repair work to the Hayes\nHouse; and\n2. Authorize the City Manager to sign the Home Preservation Program\nConstruction Contract.

AWARD OF CONSTRUCTION CONTRACT NO. 23-10 IN THE AMOUNT OF\n$37,900 PLUS A 10% CONTINGENCY TO MEDINA BRAVO\nCONSTRUCTION, INCORPORATED FOR THE REMOVAL AND\nREPLACEMENT OF SEVERAL SECTIONS OF CONCRETE SIDEWALKS\nALONG THE 100 AND 200 BLOCKS OF GERONA AVENUE\nThe 100 and 200 blocks of Gerona Avenue are residential streets lined with\nCamphor Trees on both sides of the street, creating a large canopy over the\nmiddle of the street. It is an aesthetic and popular street because of the\ncanopy’s tunnel-like feel driving through it. The Camphor Tree is a large\nspecies of tree with an aggressive shallow root system. Several sections of\nsidewalks have been displaced or cracked and need to be repaired. The total\ncost for this project is $37,900, plus a 10% contingency.\nCalifornia Environmental Quality Act (CEQA) Determination: Categorically\nexempt per Section 15303 of the State CEQA guidelines regarding New\nConstruction or conversion of small structures.\nRecommended Action:\nStaff recommends that the City Council award a contract to Medina Bravo\nConstruction, Incorporated as the lowest responsive and responsible bidder,\nauthorize the City Manager to execute Contract No. 23-10 for $37,900 and\napprove a Purchase Order with Medina Bravo Construction, Inc. in an amount\nnot to exceed $41,690 which includes a 10% contingency using the Gas Tax\naccount 122-800-41-96-609.

F. AWARD OF CONSTRUCTION CONTRACT NO. 23-11 IN THE AMOUNT OF\n$32,000 PLUS A 10% CONTINGENCY TO MEDINA BRAVO\nCONSTRUCTION, INCORPORATED FOR THE INSTALLATION OF EIGHT\nNEW RAMPS AT TWO CITY INTERSECTIONS\nThe Field Operations Division within the Public Works Department is\nresponsible for the maintenance of all sidewalks and Americans with\nDisabilities Act (ADA) ramps at City Intersections. ADA ramps provide a\nsmooth and safe path of travel from the sidewalk to the street for people with\ndisabilities. Due to recent staffing shortages, and a growing backlog of\nsidewalk maintenance requests, staff is seeking assistance from outside\ncontractors for the installation of ADA ramps. The total cost for the project is\n$32,000, plus a 10% contingency.\nCalifornia Environmental Quality Act (CEQA) Determination: Categorically\nexempt per Section 15303 of the state CEQA guideline regarding New\nConstruction or conversion of small structures.\nRecommended Action:\nStaff recommends that the City Council:\n1. Authorize the City Manager to execute Contract No. 23-11 for $32,000;\nand\n2. Approve a Purchase Order with Medina Bravo Construction, Incorporated\nin an amount Not to exceed $32,000 which includes 10% contingency\nusing the Transportation Development Act Article 3 fund account 122-\n800-44-96-604.

G. MEMORANDUM OF AGREEMENT WITH THE LOS ANGELES GATEWAY\nREGION INTEGRATED REGIONAL WATER MANAGEMENT JOINT POWERS\nAUTHORITY FOR ANNUAL COST SHARING FOR MONITORING\nPURSUANT TO THE HARBOR TOXIC POLLUTANTS TOXIC POLLUTANT\nTOTAL MAXIMUM DAILY LOAD (TMDL), WHICH IS ESTIMATED AT\n$744.90 FOR FISCAL YEAR 2023-24\nThe Los Angeles River and tributaries Toxic Pollutant Total Maximum Daily\nLoad (TMDL), adopted by the Regional Water Quality Control Board requires\nLos Angeles River watershed cities and agencies to monitor levels of Toxic\nPollutants in the river and its tributaries. In July 2018, San Gabriel, along with\nother agencies, approved a Memorandum of Agreement with the Los Angeles\nRegion Integrated Regional Water Management Joint Powers Authority\n(GWMA) to oversee a coordinated monitoring program. If entered in a three-\nyear coordinated monitoring program, the annual cost for Fiscal Year 2023-24\nis $744.90 for Fiscal Year 2023-24, $748.12 for Fiscal Year 2024-25, and\n$765.68 for Fiscal Year 2025-2026.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council approve and authorize the City\nManager to execute the Memorandum of Agreement with the Los Angeles\nGateway Region Integrated Regional Water Management Joint Powers\nAuthority (GWMA) for a period of three years.

H. AGREEMENT FOR PARKING CONSULTANT SERVICES IN THE AMOUNT OF\n$19,800\nThe City’s parking program consists of parking enforcement, citation\nmanagement, and permit processing. To better manage this important\nprogram, staff proposes to enter into a Professional Services Agreement with\nan expert in municipal parking operations to develop a fully integrated\nparking program that will improve the experience for all involved. Both the\nFinance and Police Department have budgeted Parking Consulting Services\nfor Parking Enforcement and Citation Management and for an automated\nparking permit system. The fiscal impact is $19,800 with $12,000 from the\nPolice Department and $7,800 from the Finance Department.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the City Manager to enter\ninto a Professional Services Agreement with Dixon Resources Unlimited for\nparking consulting services. Their services would include the Request for\nProposals, project management, procurement support services, and\npresentation to the City Manager and Council for parking enforcement,\nautomated permit processing and citation management.

I. AWARD OF PROFESSIONAL SERVICES AGREEMENT IN THE AMOUNT OF\n$34,886.10 FOR PRINTING AND MAILING SERVICES FOR THE DISCOVER\nSAN GABRIEL PUBLICATION\nOn April 18, 2023, Council authorized the professional services agreement\nwith We the Creative to design a new publication, Discover San Gabriel. Staff\nreleased a request for proposals for printing and mailing services on August 9,\n2023 and received seven proposals. The current Fiscal Year 2023-24 general\nfund budget includes a total of $98,804 within the non-departmental account,\n121-721-00-62-000, for the graphic design, printing and mailing of Discover\nSan Gabriel. This budget is adequate to cover the annual graphic design cost\nof approximately $41,000, annual printing cost as proposed at $34,886.10 and\nannual mailing costs of approximately $20,000. Although the cost increases\nover the next several years the cost for the graphic design services decreases\nnext fiscal year by approximately $9,500 ensuring the total project stays within\nbudget.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council review and approve the Professional\nServices Agreement with Advantage Mailing LLC to provide printing and\nmailing services for a term of three years and authorize the City Manager to\nexecute the agreement.

A. GENERAL FUND PRELIMINARY FINANCIAL RESULTS FOR THE FISCAL\nYEAR ENDING JUNE 30, 2023\nThe staff report presents the preliminary financial results for the City’s general\nfund for the Fiscal Year ending June 30, 2023. The presented financial results\nare unaudited and consist of forecast and estimates made by staff. Audited\nfinancial statements for the Fiscal Year ending June 30, 2023, will be published\nby December 31, 2023. There is no fiscal impact related to this staff report.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council review and file this report.

B. FUNDING FOR THE SAN GABRIEL CHAMBER OF COMMERCE IN THE\nAMOUNT OF $23,000\nFor many years, the City has supported the San Gabriel Chamber of Commerce\n(Chamber) financially and through a variety of joint efforts that promote San\nGabriel businesses. Though the City and Chamber continue to serve the\nbusiness community, the City has not provided any funds to the Chamber as it\ndid prior to 2020. Recently, the Chamber requested the City purchase a\nPresidential Circle Membership for $23,000. The timely request aligned with\ndiscussion of the City’s Fiscal Year 2023-2024 operating budget. This report\nexamines the historical relationship between the City and the Chamber that\nculminates to the most recent request, includes other Cities’ contract amounts\nwith their respective Chambers as points of reference, and presents several\noptions for the City Council to consider in this matter.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nCity Council Options:\nThe following are options for the City Council regarding this matter:\n1. The City purchase a Presidential Circle Membership for $23,000. In addition\nto the membership, both parties – the City and the Chamber – enter into an\nAgreement that includes a ‘Scope of Work’ and a list of deliverables. Such\npotential agreement could be considered at a future City Council meeting\nand then provided to the Chamber for execution.\n2. The City purchase a Presidential Circle Membership for $23,000 (without an\naccompanying agreement).\n3. The City proceed with the existing relationship with the Chamber, which\ncurrently does no include any financial support, The City and the Chamber\nwould process with respective efforts – both separate and joint – in\nsupporting San Gabriel businesses.\n4. The Council may also consider other options (not listed above) as a result\nof discussion on this matter.
