H. AGREEMENT FOR PARKING CONSULTANT SERVICES IN THE AMOUNT OF\n$19,800\nThe City’s parking program consists of parking enforcement, citation\nmanagement, and permit processing. To better manage this important\nprogram, staff proposes to enter into a Professional Services Agreement with\nan expert in municipal parking operations to develop a fully integrated\nparking program that will improve the experience for all involved. Both the\nFinance and Police Department have budgeted Parking Consulting Services\nfor Parking Enforcement and Citation Management and for an automated\nparking permit system. The fiscal impact is $19,800 with $12,000 from the\nPolice Department and $7,800 from the Finance Department.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the City Manager to enter\ninto a Professional Services Agreement with Dixon Resources Unlimited for\nparking consulting services. Their services would include the Request for\nProposals, project management, procurement support services, and\npresentation to the City Manager and Council for parking enforcement,\nautomated permit processing and citation management.
