15. Declaration of Exempt Surplus Land – Parks Division Properties\nRecommendation:\nThat the City Council:\n(1) Adopt Resolution No. 23-072 Declaring a Portion of City-owned Property as\n“Exempt Surplus Land” Pursuant to the Surplus Land Act and transmitting a\ncertified copy to the Department of Housing and Community Development (“HCD”);\n(2) Adopt Resolution No. 23-073 Amending the Annual Budget for Fiscal Year 2023-\n2024 Relating to an Appropriation of Additional Revenue; and\n(3) Authorize the City Manager to execute all documents to solidify the transfer of a\nportion of City-owned property (the “Proposed Property”) to the State of California\nDepartment of Transportation (“Caltrans”).
