FINANCE COMMITTEE: ADOPT A RESOLUTION AND AUTHORIZE THE CITY MANAGER TO EXECUTE ALL\nAGREEMENTS FOR THE RECEIPT OF LOW CARBON TRANSIT OPERATIONS PROGRAM (LCTOP)\nFUNDS INCLUDING LCTOP FUNDS FROM THE STATE AND THE COUNTY OF LOS ANGELES AND AMEND\nTHE CITY’S BUDGET TO RECEIVE AND EXPEND FUNDS (Transportation Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed action in the agenda report is exempt from the California Environmental Quality Act (“CEQA”)\npursuant to State CEQA Guidelines Section 15061(b)(3) “Common-Sense” exemption;\n(2) Adopt a resolution authorizing the City Manager to execute all agreements including the Certifications and\nAssurances and Authorized Agent Forms required to submit a Low Carbon Transit Operations Program grant\napplication to the California Department of Transportation; and\n(3) Amend the City’s budget to receive and appropriate $236,755 as detailed in the fiscal impacts section of the\nagenda report.\nRESOLUTION
