FINANCE COMMITTEE: AUTHORIZE THE CITY MANAGER TO SIGN ANY AND ALL AGREEMENTS TO RECEIVE\nFUNDS FROM THE ENERGIIZE COMMERCIAL VEHICLE PROJECT GRANT FOR A HYDROGEN\nFUELING STATION AND AMEND THE CITY’S BUDGET TO RECEIVE AND EXPEND THE GRANT FUNDS\n(Transportation Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed action in the agenda report is exempt from the California Environmental Quality Act (“CEQA”)\npursuant to State CEQA Guidelines Section 15061(b)(3) “Common-Sense” exemption;\n(2) Authorize the City Manager to execute any and all agreements with CALSTART associated with the receipt of\n$3,335,860 in Energy Infrastructure Incentives for Zero-Emission Commercial Vehicles (EnergIIZE) grant funding\nfor the construction of a hydrogen fueling station for the City’s transit fleet; and\n(3) Amend the City’s budget to receive and appropriate funds for the EnergIIZE Grant:\ni. Increase revenue by $3,335,860 in Fund 209 to receive the EnergIIZE grant funds from CALSTART; and\nii. Appropriate $3,335,860 to Capital Improvement Project 75133 for expenses related to construction of a\nhydrogen fueling station for the City’s transit fleet.

FINANCE COMMITTEE: ACCEPTANCE OF TRANSIT AND INTERCITY RAIL CAPITAL PROGRAM GRANT AND\nADOPTION OF A RESOLUTION FOR RECEIPT OF $14,424,000 FOR THE PASADENA TRANSIT SYSTEM\nLEGACY PROJECT (Transportation Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find the action in the agenda report to be exempt from the California Environmental Quality Act (CEQA) pursuant\nto State CEQA Guidelines Section 15061(b)(3), “Common-Sense” exemption;\n(2) Authorize the City Manager to enter into all agreements with California State Transportation Agency (CalSTA) to\nreceive $14,424,000 of Transit and Intercity Rail Capital Program Grant funds (TIRCP) for the Pasadena Transit\nSystem Legacy Project;\n(3) Adopt a Resolution authorizing the City Manager to execute a Master Agreement and Program Supplements for\nState-Funded Transit Projects; and\n(4) Amend the Fiscal Year 2024 Capital Improvement Program Budget by appropriating funding to five transit\nprojects as detailed in the fiscal impact section of the agenda report.\nRESOLUTION

WILSON\nEXPRESS PILOT PROJECT (Transportation Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed action in the agenda report is exempt from the California Environmental Quality Act\n("CEQA"), pursuant to State CEQA Guidelines per Section 15061(b)(3) “Common-Sense” exemption;\n(2) Authorize the City Manager to execute all agreements with the Los Angeles County Metropolitan Transportation\nAuthority (Metro) associated with the receipt of $747,245 in grant funding for the Mt. Wilson Express Pilot Route;\n(3) Amend the City’s budget to recognize and appropriate the grant funds as detailed in the Fiscal Impact section of\nthe agenda report;\n(4) Authorize the City Manager to enter into a contract, without competitive bidding pursuant to City Charter Section\n1002(F), contracts for professional or unique services, with Nature for All for planning, community and\nstakeholder engagement, in a total amount not-to-exceed $299,730; and\n(5) Grant the proposed contract(s) with Nature for All an exemption from the Competitive Selection process\npursuant to Pasadena Municipal Code Section 4.08.049(B) contracts for which the City’s best interest are served.

FINANCE COMMITTEE: AUTHORIZATION TO EXECUTE TRANSIT SERVICE OPERATION AGREEMENT WITH\nLOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY FOR THE NEXTGEN\nSERVICE AND AMEND FY 2024-2028 CAPITAL IMPROVEMENT PROGRAM BUDGET TO RECEIVE UP TO\n$30,476,143 IN FUNDING FOR PASADENA TRANSIT VEHICLES (Transportation Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed actions in the agenda report are exempt from review of the California Environmental\nQuality Act (CEQA), pursuant to CEQA Guidelines Section 15061(b)(3) “Common Sense” exemption;\n(2) Authorize the City Manager to execute all agreements and time extensions with the Los Angeles County\nMetropolitan Transportation Authority (Metro) associated with the receipt of up to $30,476,143, which includes\n$4,546,716 in capital funds and $25,929,427 in operating funds over a seven-year operating period for the Metro\nNextGen Service and execute any subsequent agreements related to this service; and\n(3) Amend the Fiscal Year (FY) 2024 – 2028 Capital Improvement Program (CIP) Budget to recognize $4,546,716\nin funding and appropriate $4,546,716 to the Purchase of Replacement Transit Vehicles and Expansion Fixed\nRoute Transit Vehicles Program (75085) in FY 2024.

AUTHORIZATION TO AMEND CITY CONTRACT NO. 31790 WITH VOX NETWORK SOLUTIONS INC., TO\nINCREASE THE NOT-TO-EXCEED AMOUNT BY $125,734 AND TO EXTEND THE CONTRACT TERM BY TWO\nYEARS FOR TELECOM SYSTEMS MAINTENANCE COVERAGE AND PROFESSIONAL SERVICES (DoIT)\nRecommendation: It is recommended that the City Council:\n(1) Find that the recommended actions in the agenda report are exempt from the California Environmental Quality\nAct (“CEQA”) pursuant to State CEQA Guidelines per Section 15061(b)(3), the “Common-Sense” exemption that\nCEQA only applies to projects that may have an effect on the environment;\n(2) Authorize the City Manager to amend Contract No. 31790 with Vox Network Solutions Inc., to increase the\ncontract amount by $125,734 thereby increasing the total not-to-exceed amount from $238,388 to $364,122 and to\nextend the contract term for two years, to September 30, 2025. AUTHORIZATION TO AMEND CONTRACT NO. 32595 WITH NASAB, MAXIM D, DBA APEXX ARCHITECTURE\nBY $63,200 FOR A TOTAL AMOUNT NOT-TO-EXCEED $138,100 FOR CONCEPTUAL DESIGN OF\nCOLORADO STREET BRIDGE – BARRIER ENHANCEMENTS (Public Works Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find the contract proposed in the agenda report to be categorically exempt under the California Environmental\nQuality Act (CEQA) in accordance with Title 14, Chapter 3, Article 19, Section 15061, Class 3, the “Common-\nSense” exemption that CEQA only applies to projects which have the potential for causing a significant effect on the\nenvironment;\n(2) Authorize the City Manager to amend Contract No. 32595 with Nasab, Maxim D, dba Apexx Architecture by\n$63,200, which includes supplemental services of $43,200 and a contingency of $20,000 to provide for any\nnecessary change orders, increasing the not-to-exceed amount to $138,100 for conceptual design services of\nColorado Street Bridge – Barrier Enhancements project; and\n(3) To the extent this transaction could be considered a separate procurement subject to the Competitive\nSelection Process, grant the proposed contract amendment with Apexx Architecture an exemption from the\nCompetitive Selection Process set forth in the Competitive Bidding and Purchasing Ordinance pursuant to the\nPasadena Municipal Code Section 4.08.049(B), contracts where the best interests of the city are served.\nTPA

CONTRACT AWARD TO POINTC, LLC FOR STRATEGIC PLANNING AND PROJECT MANAGEMENT SERVICES\nRELATED TO THE 710 RELINQUISHMENT AREA IN THE AMOUNT OF $540,000 OVER A THREE-\nYEAR PERIOD (City Manager)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed action in the agenda report is exempt under the California Environmental Quality Act\n(CEQA) in accordance with Section 15061(b)(3), “Common-Sense” exemption that CEQA only applies to projects\nthat may have an effect on the environment;\n(2) Authorize the City Manager to enter into a contract, without competitive bidding pursuant to City Charter Section\n1002(F), contracts for professional or unique services with pointC, LLC for strategic planning and project\nmanagement services related to the 710 relinquishment area;\n(3) Amend the Office of the City Manager’s Fiscal Year 2024 Operating Budget by appropriating $90,000 in the\nGeneral Fund Projects Fund (105) to support planning services related to the State Route 710 stub; and\n(4) Exempt the proposed contract from the competitive selection process of the Competitive Bidding and\nPurchasing Ordinance, pursuant to Pasadena Municipal Code (PMC) Section 4.08.049(B), contracts for which the City’s\nbest interest are served.

AUTHORIZATION TO ENTER INTO AN OFFICE LEASE AGREEMENT WITH SHERMAN OAKS CAPITAL\nASSOCIATES, LP AND PASADENA HOLDINGS, LLC, COLLECTIVELY DOING BUSINESS AS PASADENA\nTRI CITY VENTURES, FOR THE PREMISES LOCATED AT 150 SOUTH LOS ROBLES AVENUE, IN AN AMOUNT\nNOT-TO-EXCEED $5,485,446 FOR PASADENA WATER AND POWER OFFICES (City Manager’s\nOffice)\nRecommendation: It is recommended that the City Council:\n(1) Find that the leasing of 150 South Los Robles Avenue is categorically exempt from the California Environmental\nQuality Act (“CEQA”) pursuant to the State CEQA Guidelines Section 15301 (Existing Facilities); there are no\nfeatures that distinguish this project from others in the exempt classes, and therefore, there are no unusual\ncircumstances; and\n(2) Authorize the City Manager to execute a lease agreement with Sherman Oaks Capital Associates, LP, and\nPasadena Holdings, LLC, collectively doing business as Pasadena Tri City Ventures in the amount not-to-exceed\n$5,485,446 for the office space located at 150 South Los Robles Avenue incorporating the terms and conditions\ngenerally described in the agenda report, and to execute any other related agreements necessary to effectuate the\ntransaction, including non-substantial revisions.

AUTHORIZATION TO ENTER INTO A CONTRACT WITH PARVEEN KAUR, MD, TO SERVE AS BACK-UP\nHEALTH OFFICER AND TUBERCULOSIS PHYSICIAN FOR A GRAND TOTAL AMOUNT NOT-TO-EXCEED\n$555,740 FOR A FIVE-YEAR PERIOD, WITH TWO OPTIONAL ONE-YEAR EXTENSIONS (Public Health Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the recommended action in the agenda report is not a project subject to the California Environmental\nQuality Act (“CEQA”) pursuant to Section 21065 of CEQA and Sections 15060(c)(2), 15060(c)(3), and 15378 of\nthe State CEQA Guidelines, and as such, no environmental document pursuant to CEQA is required for the project;\nand\n(2) Authorize the City Manager to enter into a contract with Parveen Kaur, MD, for service as Back-Up Health\nOfficer and Tuberculosis Physician for five years with $93,980 anticipated in Fiscal Year 2024 and $76,960 in each of\nthe remaining for years for a grand total amount not-to-exceed $401,820. Two optional one-year extensions at\n$76,960 per year are requested, to be exercised at the sole discretion of the City Manager. The maximum contract term\nis seven years with a grand total not-to-exceed contract amount of $555,740. Competitive price bidding is not required\npursuant to City Charter Section 1002(F) (contracts for professional or unique services), and the selection is the\nresult of a competitive selection process required by Section 4.08.047 of the Pasadena Municipal Code.
