4. REJECTION OF BIDS FOR THE VINA VIEJA PICKLEBALL COURTS – PHASE 1 PROJECT (Public Works Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find the action proposed in the agenda report to be categorically exempt under the California Environmental\nQuality Act (CEQA) in accordance with Title 14, Chapter 3, Article 19, Section 15061(b)(3), the “Common-Sense”\nexemption that CEQA applies only to projects which have the potential for causing a significant effect on the\nenvironment; and\n(2) Reject all bids received on July 20, 2023 in response to Notice of Inviting Bids for the Vina Vieja Pickleball\nCourts – Phase 1 project.
