7. CONTRACT AWARD TO POINTC, LLC FOR STRATEGIC PLANNING AND PROJECT MANAGEMENT SERVICES\nRELATED TO THE 710 RELINQUISHMENT AREA IN THE AMOUNT OF $540,000 OVER A THREE-\nYEAR PERIOD (City Manager)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed action in the agenda report is exempt under the California Environmental Quality Act\n(CEQA) in accordance with Section 15061(b)(3), “Common-Sense” exemption that CEQA only applies to projects\nthat may have an effect on the environment;\n(2) Authorize the City Manager to enter into a contract, without competitive bidding pursuant to City Charter Section\n1002(F), contracts for professional or unique services with pointC, LLC for strategic planning and project\nmanagement services related to the 710 relinquishment area;\n(3) Amend the Office of the City Manager’s Fiscal Year 2024 Operating Budget by appropriating $90,000 in the\nGeneral Fund Projects Fund (105) to support planning services related to the State Route 710 stub; and\n(4) Exempt the proposed contract from the competitive selection process of the Competitive Bidding and\nPurchasing Ordinance, pursuant to Pasadena Municipal Code (PMC) Section 4.08.049(B), contracts for which the City’s\nbest interest are served.
