13. FINANCE COMMITTEE: AUTHORIZATION TO EXECUTE ALL AGREEMENTS WITH METRO AND “NATURE FOR\nALL” ASSOCIATED WITH THE RECEIPT OF $747,245 GRANT FUNDING FOR THE MT. WILSON\nEXPRESS PILOT PROJECT (Transportation Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed action in the agenda report is exempt from the California Environmental Quality Act\n("CEQA"), pursuant to State CEQA Guidelines per Section 15061(b)(3) “Common-Sense” exemption;\n(2) Authorize the City Manager to execute all agreements with the Los Angeles County Metropolitan Transportation\nAuthority (Metro) associated with the receipt of $747,245 in grant funding for the Mt. Wilson Express Pilot Route;\n(3) Amend the City’s budget to recognize and appropriate the grant funds as detailed in the Fiscal Impact section of\nthe agenda report;\n(4) Authorize the City Manager to enter into a contract, without competitive bidding pursuant to City Charter Section\n1002(F), contracts for professional or unique services, with Nature for All for planning, community and\nstakeholder engagement, in a total amount not-to-exceed $299,730; and\n(5) Grant the proposed contract(s) with Nature for All an exemption from the Competitive Selection process\npursuant to Pasadena Municipal Code Section 4.08.049(B) contracts for which the City’s best interest are served.
