9. APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO SOLICIT\nBIDS FOR THE SLURRY SEAL IMPROVEMENTS PROJECT - ZONE 4 (C.I.P. NO. 3921)\nThe plans and specifications for the Slurry Seal Improvements - Zone 4 have been prepared.\nApproval of this item will allow the City to advertise the project for bids.\nRecommendation:\nIt is staff’s recommendation that the City Council by motion:\n1. Approve plans and specifications for the Slurry Seal Improvements - Zone 4; and\n2. Authorize staff to solicit competitive bids and publish the Notice Inviting Sealed Bids (NIB);\nand\n3. Find that the project is categorically exempt from the California Environmental Quality Act\n(CEQA) pursuant to Guidelines Section 15301(c).
