ORDINANCE NO. 938, EXCEPTIONS TO REQUIRED PARKING\nConsideration of an ordinance to accommodate alternative parking types, expand allowable parking\nexceptions related to parking requirements, and implement Bell Gardens General Plan policies and\nprograms to facilitate housing production.\nRecommendation:\nIt is staff's recommendation that the City Council:\na. Conduct a duly noticed public hearing;\nb. Waive full reading and introduce Ordinance No. 938 (Exhibit 1) by title only, amending Title 9\n(Zoning and Planning Regulations) of the Bell Gardens Municipal Code (“BGMC”) to comply\nwith required state legislation and Bell Gardens General Plan; and\nc. Find the proposed ordinance is exempt from the provisions of the California Environmental\nQuality Act (“CEQA”) pursuant to State CEQA Guidelines Section 15061.

AWARD OF CONTRACT FOR THE VARIOUS ALLEY IMPROVEMENTS PROJECT (C.I.P.\nNO. 3930)\nConsideration of award of a Construction Contract to Singh Group Inc. dba Baja Pacific for the\nreconstruction of six alley segments within the City.\nRecommendation:\nIt is staff’s recommendation that the City Council:\n1. Award a Construction Contract to Singh Group Inc. dba Baja Pacific in the amount of\n$657,146 for the Various Alley Improvements (C.I.P. No. 3930); and\n2. Authorize staff to execute the agreement and approve change orders that may be necessary\nduring construction to cover any unforeseen condition in an amount not to exceed 10% of the\nconstruction contract.

13. LOCAL COMMISSIONS APPOINTMENT LIST\nThe Local Commissions Appointments List outlines the City of Bell Gardens Commissions and\nCommissioners. Per the Bell Gardens Municipal Code, City Commissions consist of Bell\nGardens residents appointed by each member of the City Council. Council Members may remove\ncommissioners during any regular City Council meeting and may appoint commissioners following\n10 working days after the posting of the vacancy notice.\nRecommendation:\nIt is staff's recommendation that the City Council review the Commissions Appointments List and\nby motion, remove commissioners and/or make appointments to the posted vacancies.

CONSIDERATION OF A PROFESSIONAL SERVICES AGREEMENT FOR THE CITY\nMOBILE APP\nAdoption of resolution and award of professional services agreement for the City mobile app.\nRecommendation:\nIt is staff's recommendation that the City Council adopt the attached resolution and authorize\nthe City Manager to execute a Professional Services Agreement with GOGov for the City mobile\napp, subject to approval by the City Attorney.

GENERAL MOTION TO WAIVE FULL READING AND APPROVE ORDINANCES BY\nTITLE ONLY PURSUANT TO CALIFORNIA GOVERNMENT CODE SECTION 36934\nIn order to expedite the conduct of business at City Council meetings, California State Law\n(California Government Code Section 36934) allows Ordinances to be read by title if a majority of\nthe legislative body supports the motion to waive the full reading.\nRecommendation:\nIt is staff's recommendation that the City Council approve a general motion to waive full reading and\napprove Ordinances by title only pursuant to California Government Code Section 36934.

WARRANT REGISTER SUCCESSOR AGENCY\nIn approving the action of receiving and filing the warrant registers, the official minutes of the\nSuccessor Agency should state that each individual member of the Successor Agency is not voting\non, influencing the outcome of, or participating in approving, accepting, receiving or filing any\nwarrant which bears the name of the same Successor Agency Member, or pays for any costs or\nexpenses, or otherwise benefits the same named Successor Agency Member. Each Successor\nAgency Member will not be participating, influencing or voting on any such warrant bearing their\nname or which benefits the same named Successor Agency Member, but with that exception is\nvoting in favor of receiving and filing all other warrants contained in this report, unless otherwise\nnoted on the record at the time of the approval of the action required by this report.\nRecommendation:\nIt is staff's recommendation that the Successor Agency Members receive and file the warrant\nregister dated 08/22/23.

CONSIDERATION OF A RESOLUTION APPROVING AND AUTHORIZING A\nREIMBURSEMENT AGREEMENT WITH THE LOS ANGELES COUNTY DEVELOPMENT\nAUTHORITY FOR THE CITY’S CONTINUED PARTICIPATION IN THE PERMANENT\nLOCAL HOUSING ALLOCATION (PLHA) PROGRAM FOR YEAR 3 (2023) ALLOCATION\nTO IMPLEMENT THE PROGRAM DURING FISCAL YEAR (FY) 2023-2024\nResolution approving and authorizing a reimbursement agreement with the Los Angeles County\nDevelopment Authority (LACDA) for the City’s continued participation in the Los Angeles County\nDevelopment Authority Permanent Local Housing Allocation (PLHA) Program. Which will be\nused to create a new rental assistance program for Bell Gardens residents.\nRecommendation:\nIt is staff's recommendation that the City Council:\n1. Adopt the attached Resolution, approving and authorizing a reimbursement agreement with\nthe Los Angeles County Development Authority for the City’s participation in the Los\nAngeles Urban County Permanent Local Housing Allocation (PLHA) Program for Year 3\n(2023) Allocation to implement the program during Fiscal Year (FY) 2023-2024; and\n2. Rescind Resolution No. 2023-60.

7. ACCEPTANCE OF THE CALIFORNIA OFFICE OF TRAFFIC SAFETY(OTS) STEP\nGRANT FUNDS\nThe police department applied for and was awarded a traffic enforcement grant through the\nCalifornia Office of Traffic Safety in the amount of $100,000.00 for FY 2023-24. The grant requires\nthat the City Council formally accept these funds by entering into a Grant Agreement and adopting the\nattached Resolution.\nRecommendation:\nIt is staff recommendation that the City Council adopt the attached Resolution approving Grant\nAgreement No. PT24013 with the State of California - Office of Traffic Safety, thereby accepting\ngrant funds and authorizing the police department to begin expending these funds toward its Traffic\nSafety Program.

APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO SOLICIT\nBIDS FOR THE VETERANS PARK CITY YARD STORMWATER IMPROVEMENTS (C.I.P.\nNO. 3880)\nThe plans and specifications for the Veterans Park City Yard Stormwater Improvements have been prepared. Approval of this item will allow the City to advertise the project for bids.\nRecommendation:\nIt is staff’s recommendation that the City Council by motion:\n1. Approve plans and specifications for the Veterans Park City Yard Stormwater Improvements;\nand\n2. Authorize staff to solicit competitive bids and publish the Notice Inviting Sealed Bids (NIB);\nand\n3. Appropriate $567,193 of Measure W funds to complete this project; and\n4. Find that the project is categorically exempt from the California Environmental Quality Act\n(CEQA) pursuant to Guidelines Section 15301(c).
