b. Glendale Water and Power, re: Scholl Canyon Landfill Biogas Renewable\nGeneration Project\n1. Resolution dispensing with competitive bidding and authorizing the City Manager, or\nhis designee, to issue a Full Notice To Proceed (FNTP) to Western Energy Systems, a\ndivision of Pen Power Group, LLC (WES) for the sale of Power Island Major\nEquipment (PIME) and services for the Biogas Renewable Generation Project and\nauthorizing the execution of Amendment No. 1 with WES’ existing contract with the\nCity relating to the PIME, in the not-to-exceed amount of $19,364,855 plus a Ten\npercent (10%) contingency in the amount of $1,936,486\n2. Motion authorizing the City Manager, or his designee, to enter into an Engineer-\nProcure-Construct (EPC) Contract with ACCO Engineered Systems Inc. (ACCO) for\nthe engineering, design and construction of the Biogas Renewable Generation Project\nat the Scholl Canyon Landfill, in the not-to-exceed amount of $45,800,200, plus a Ten\npercent (10%) contingency in the amount of $4,580,020\n3. Motion authorizing the City Manager, or his designee, to execute an Amendment to\nProfessional Services Agreement (PSA)No. 8000053 with Stantec Consulting\nServices, Inc. (Stantec) to increase the contract amount by $235,000 to provide\nsupplemental professional environmental services for the Scholl Canyon Biogas\nRenewable Generation Project, for a new contract not to exceed amount of\n$1,668,582\n4. Motion authorizing the City Manager, or his designee, to execute a Line Extension\nContract with the Southern California Gas Company (SoCalGas), in an amount no to\nexceed $100,000, for construction of natural gas piping and a meter set assembly\nrelated to the Biogas Renewable Generation Project\n5. Motion authorizing the City Manager, or his designee, to execute an amendment to\nthe existing Professional Services Agreement (PSA) No. 8001391 with Worley Group,\nInc. (Worley) to add the sum of $1,100,000 for Owner’s Engineering and Project\nmanagement services related to the Biogas Renewable Generation Project, for a new\ncontract not to exceed amount of $2,000,000\n6.
