Award a Construction Contract, a Construction Management and Inspection\nContract, amend two Construction Support Contracts and a Project\nManagement Contract, authorize a Memorandum of Understanding with the\nSan Dieguito Water District, and appropriate $4,000,000 Housing and Urban\nDevelopment (HUD) Grant funding, for the Leucadia Streetscape Segment C\nWest Side (CS23D) and North Highway 101 Drainage Improvements Project\n(CD23A). Environmental Considerations: Pursuant to the California\nEnvironmental Quality Act, environmental clearance for the project was\nprovided under the Final Environmental Impact Report for the North Coast\nHighway 101 Streetscape Improvement Project (10-035 DR/CDP/EIR and 10-\n036 GPA/SPA/LCPA) and the Addendum to the Final Environmental Impact\n9/8/23, 2:02 PM encinitas.granicus.com/GeneratedAgendaViewer.php?view_id=7&event_id=3930\nReport (SUBC-005527-2022) and NEPA was completed (HUD Grant No. B-\n23-CP-0159, SCH No. 2015091084) for the North Highway 101 Drainage\nImprovements Project (CD23A). Contact Person: Principal Engineer Widelski\nRecommended Action: 1) Authorize the City Manager, or designee, to\nexecute a contract in substantial form, and any necessary amendments and\ntime extensions in consultation with the City Attorney, with Blue Pacific\nEngineering & Construction Company, Inc., in the amount of $ 17,610,840 plus\n15 percent contingency of $2,641,626 for a total not-to-exceed construction\ncontract amount of $20,252,466 including any future contract amendments to\nconstruct the Base Bid A, Additive Alternate 4A, and Base Bid B, of the\nLeucadia Streetscape Segment C West Side (CS23D) and North Highway 101\nDrainage Improvements Project (CD23A); 2) Authorize the City Manager, or\ndesignee, to execute an agreement in substantial form, and any necessary\namendments and time extensions in consultation with the City Attorney, with\nPSOMAS, for construction management and inspection (CM&I) and public\noutreach services on the Leucadia Streetscape Segment C West Side\nImprovements Project (CS23D) and North Highway 101 Drainage\nImprovements Project (CD23A) in the amount of $1,952,979 plus 20 percent\ncontingency of $390,596 for a total not-to-exceed amount of $2,343,575; 3)\nAuthorize the City Manager, or designee, to execute an agreement in\nsubstantial form, and any necessary amendments and time extensions in\nconsultation with the City Attorney, with Michael Baker International (MBI), for\nroadway design construction support services on the Leucadia Streetscape\nSegment C West Side (CS23D) Improvements Project and North Highway 101\nDrainage Improvements Project (CD23A) in the amount of $331,625 plus 15\npercent contingency of $49,744 for a total not-to-exceed amount of $381,369;\n4) Authorize the City Manager, or designee, to execute an agreement in\nsubstantial form, and any necessary amendments and time extensions in\nconsultation with the City Attorney, with Peltz and Associates, for landscape\ndesign construction support on the Leucadia Streetscape Segment C West\nSide (CS23D) Improvements Project in the amount of $146,680 plus 15\npercent contingency of $22,002 for a total not-to-exceed amount of $168,682;\n5) Authorize the City Manager, or designee, to execute Amendment No. 3 in\nsubstantial form, and any necessary amendments and time extensions in\nconsultation with the City Attorney, with Kleinfelder Construction Services, for\nproject management support on the Leucadia Streetscape Segment C West\nSide (CS23D) and North Highway 101 Drainage Improvements Project\n(CD23A) in the amount of $250,000 for a total not-to-exceed amount of\n$750,000; 6) Authorize the City Manager, or designee, to execute a\nMemorandum of Understanding (MOU) with the San Dieguito Water District\n(SDWD) to fund $200,000 for a portion of the SDWD waterline work that will\nbe completed as part of the Leucadia Streetscape Segment C West Side\n(CS23D) Improvements Project construction; 7) Authorize the City Manager, or\ndesignee, to accept and administer federal grant funding from the Economic\nDisaster Initiative/HUD Grant funding for the North Highway 101 Drainage\nImprovements Project; and 8) Adopt City Council Resolution No. 2023-106,\ntitled "A Resolution of the City Council of the City of Encinitas Amending the\nFiscal Year 2023-24 Budget" to allocate $4,000,000 to the North Highway 101\nDrainage Improvements Project (CD23A).\n2023-09-13 Item 08G Award Streetscape Segment C West Contracts (CS23D &\nCD23A)\n9/8/23, 2:02 PM encinitas.granicus.com/GeneratedAgendaViewer.php?view_id=7&event_id=3930
