2.4 Consideration of Resolution of Necessity for Condemnation of Vacant\nProperty located at the Southeast Corner of Palomar Street and Gruwell\nStreet for the Palomar Street Widening Project, Phase 2 (CIP 028-2)\nPresented By: Thomas D Jex , Public Works/ Engineering Department\nRECOMMENDATION:\n1. Conduct a hearing on the proposed Resolution 2023-__ of the City of\nWildomar finding and determining that the public interest, convenience, and\nnecessity require the acquisition of certain property for public purposes; and\n2. Review the evidence presented, including this staff report and public\ncomments, and close the hearing; and\n3. Find that on November 10, 2021, in accordance with the California\nEnvironmental Quality Act (CEQA) and State CEQA Guidelines §15070, the\nPlanning Director approved a Notice of Exemption for the Project, and that\nno additional CEQA findings are required for the Project.\n4. Adopt the attached Resolution 2023- __ entitled: A RESOLUTION OF THE\nCITY COUNCIL OF THE CITY OF WILDOMAR FINDING AND\nDETERMINING THAT THE PUBLIC INTEREST, CONVENIENCE AND\nNECESSITY REQUIRE THE ACQUISITION OF CERTAIN PROPERTY FOR\nPUBLIC PURPOSES.
