16.a Consideration of a Request for Proposals Related to the City’s Commercial \n Cannabis Permit Program\n Staff Recommendation:\n That the City Council consider the following actions:\n 1. Review and approve the Request for Proposals (RFP) document;\n 2. Authorize the City Manager to make any non-substantive changes to the RFP\n document prior to initiating a bidding process;\n 3. Authorize staff to solicit proposals from qualified applicants, as described in\n the RFP;\n 4. Adopt Resolution CC 2023-96, establishing process standards for applicant\n and/or third-party communications during the RFP process.
