5. Approval of the California Automated Permit Processing Program Public\n(CalAPP) Service Grant Agreement with the California Energy\nCommission (CEC) to Automate the Solar Permitting Process to Promote\nthe Development of Residential Solar and Solar-Plus-Storage Systems\nIt is Staff's recommendation that the City Council:\n1. Approve the CalAPP Public Service Grant Agreement in the amount\nof $60,000 with CEC to provide Baldwin Park residents,\nhomeowners, and commercial business owners with a streamlined\npermitting process for incorporation of solar projects within their\nhomes or businesses as part of a conformance requirement with SB\n129; and\n2. Authorize the Mayor and City Clerk to execute the CalApp Public\nService Grant Agreement.\nSTAFF REPORT
