17. RENT STABILIZATION ORDINANCE COST OF SERVICES STUDY\nCity Council-directed Cost Study to implement the City's new Rent Stabilization and Tenant\nEviction Protections Ordinance, which was adopted in October of 2022. The Cost Study accounts\nfor all costs associated with administering the ordinance, including staffing, rental registry fees,\nsoftware, and legal.\nRecommendation:\nIt is staff’s recommendation that the City Council select one of the two cost options and\nassociated rental registration fee proposed by the subject Cost Study, accept the Cost Study, and\ndirect staff to move forward with the implementation of the rental registry, proposed staffing, and\nsoftware solutions, which will result in a revised city fee schedule to be presented to the City\nCouncil for adoption at a future meeting as well as future position creations and budget allocations\nfor personnel and software costs.\nAs a third option, the City Council may direct staff to proceed with the creation of a rent\nstabilization board as a component of the City's rent stabilization program, which would require an\namendment to the Ordinance and an increase to the rental registration fees for either of the cost\noptions selected.
