GENERAL MOTION TO WAIVE FULL READING AND APPROVE ORDINANCES BY\nTITLE ONLY PURSUANT TO CALIFORNIA GOVERNMENT CODE SECTION 36934\nIn order to expedite the conduct of business at City Council meetings, California State Law\n(California Government Code Section 36934) allows Ordinances to be read by title if a majority of\nthe legislative body supports the motion to waive the full reading.\nRecommendation:\nIt is staff's recommendation that the City Council approve a general motion to waive full reading and\napprove Ordinances by title only pursuant to California Government Code Section 36934.

Adopt the attached resolution approving an agreement with the LA84 Foundation.

12. APPROVAL OF CONTRACT SERVICES AGREEMENT WITH BRIGHTVIEW GOLF\nMAINTENANCE, INC. FOR BELL GARDENS GOLF COURSE LANDSCAPE AND\nMAINTENANCE SERVICES\nAdoption of a Resolution and approval of a Contract Services Agreement with Brightview Golf\nMaintenance, Inc. for a three-year term with the option of two one-year extensions.\nRecommendation:\nIt is staff's recommendation that the City Council by motion:\n1. Adopt the attached resolution; and\n2. Approve a Contract Services Agreement with Brightview Golf Maintenance, Inc. for the City\nof Bell Gardens Golf Course landscape and maintenance services for a three-year term with\nthe option of two one-year extensions.\nDISCUSSION (Item Nos. 13 - 18)

13. LOCAL COMMISSIONS APPOINTMENT LIST\nThe Local Commissions Appointments List outlines the City of Bell Gardens Commissions and\nCommissioners. Per the Bell Gardens Municipal Code, City Commissions consist of Bell\nGardens residents appointed by each member of the City Council. Council Members may remove\ncommissioners during any regular City Council meeting and may appoint commissioners following\n10 working days after the posting of the vacancy notice.\nRecommendation:\nIt is staff's recommendation that the City Council review the Commissions Appointments List and\nby motion, remove commissioners and/or make appointments to the posted vacancies.

CONSIDERATION OF A PROFESSIONAL SERVICES AGREEMENT WITH GOGOV FOR\nTHE CITY MOBILE APP\nAdoption of resolution and award of professional services agreement with GOGov for the City\nmobile app.\nRecommendation:\nIt is staff's recommendation that the City Council adopt the attached resolution and authorize\nthe City Manager to execute a Professional Services Agreement with GOGov for the City mobile\napp, subject to approval by the City Attorney.

CONSIDERATION AND APPROVAL OF A RESOLUTION TO FORM THE SIDEWALK\nVENDING AD HOC COMMITTEE AND MAKE APPOINTMENTS\nConsider the adoption of a Resolution to form a new Sidewalk Vending Ad Hoc Committee and\nappointments for purpose of addressing current and future concerns associated with unpermitted\n5\nsidewalk vending and compliance options.\nRecommendation:\nIt is staff’s recommendation that the City Council approve the attached resolution and appoint two\nCouncil members, subject to such direction as may be provided by the City Council.

RENT STABILIZATION ORDINANCE COST OF SERVICES STUDY\nCity Council-directed Cost Study to implement the City's new Rent Stabilization and Tenant\nEviction Protections Ordinance, which was adopted in October of 2022. The Cost Study accounts\nfor all costs associated with administering the ordinance, including staffing, rental registry fees,\nsoftware, and legal.\nRecommendation:\nIt is staff’s recommendation that the City Council select one of the two cost options and\nassociated rental registration fee proposed by the subject Cost Study, accept the Cost Study, and\ndirect staff to move forward with the implementation of the rental registry, proposed staffing, and\nsoftware solutions, which will result in a revised city fee schedule to be presented to the City\nCouncil for adoption at a future meeting as well as future position creations and budget allocations\nfor personnel and software costs.\nAs a third option, the City Council may direct staff to proceed with the creation of a rent\nstabilization board as a component of the City's rent stabilization program, which would require an\namendment to the Ordinance and an increase to the rental registration fees for either of the cost\noptions selected.

INDOOR MURAL ARTWORK APPROVAL FOR VETERANS PARK ADMINISTRATION\nBUILDING HALLWAY\nStaff is looking for Council's approval for an indoor mural at the Bell Gardens Veterans Park\nAdministration building.\nRecommendation:\nIt is staff's recommendation that the City Council by motion select and approve an art concept for\nthe indoor mural to be painted at Veterans Park Administration Building Hallway, subject to\nagreement from the Latino Equality Alliance that the City will not be held responsible for any\ndamage to the mural, and that the City reserves the right to remove or modify the mural as it may\ndeem necessary, at any time, without notice.

WARRANT REGISTERS AND WIRE TRANSFERS\nIn approving the action of receiving and filing the warrant registers, the official minutes of the Bell\nGardens City Council should state that each individual member of the City Council is not voting on,\ninfluencing the outcome of, or participating in approving, accepting, receiving or filing any warrant\nwhich bears the name of the same council member, or pays for any costs or expenses, or\notherwise benefits the same named council member. Each council member will not be participating,\ninfluencing or voting on any such warrant bearing their name or which benefits the same named\ncouncil member, but with that exception is voting in favor of receiving and filing all other warrants\ncontained in this report, unless otherwise noted on the record at the time of the approval of the\naction required by this report.\nRecommendation:\nIt is staff's recommendation that the City Council receive and file the warrant registers, wire\ntransfers, and net payrolls dated 08/24/23, 08/29/23 and 09/05/23.
