j) REPORT ADOPTION OF AN ORDINANCE ADDING CHAPTER 3.14 TO THE\n23-0527 HERMOSA BEACH MUNICIPAL CODE TO BECOME SUBJECT TO\nTHE UNIFORM PUBLIC CONSTRUCTION COST ACCOUNTING ACT\n(UPCCAA OR ACT) FOR ALL PUBLIC PROJECTS, AMENDING\nSECTION 3.12.140 TO INCREASE THE CITY MANAGER’S\nAUTHORITY TO AWARD CONTRACT FOR MAINTENANCE\nSERVICES UP TO THE INFORMAL BIDDING LIMIT AND FINDING\nTHE SAME EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL\nQUALITY ACT\n(Public Works Director Joe SanClemente)\nRecommendation: Staff recommends City Council:\n1. Waive the full second reading and adopt by title only an Ordinance of the City of\nHermosa Beach, California, adding Chapter 3.14 to the Hermosa Beach Municipal Code,\nproviding alternative bidding procedures as specified in Public Contract Code (PCC) �\n22000-22045 and amending Chapter 3.12.140 of the Hermosa Beach Municipal Code,\ndelegating to the City Manager signatory authority for award of contracts for maintenance\nservices up to the informal bidding limit as defined in PCC 22032(b) (Attachment 1); and\n2. Direct City Clerk to print and publish a summary ordinance in a newspaper of general\ncirculation within 15 days following adoption and post it on the City's bulletin for 30 days.
