10B. Presentation of the City’s Annual Comprehensive Financial Report (ACFR) for\nthe Fiscal Year ended June 30, 2022 and authorization of an additional\ndiscretionary payment to CalPERS to reduce the City of Encinitas unfunded\npension liability. Environmental Considerations: The action being considered\nby the City Council is exempt from the California Environmental Quality Act\n(CEQA) because it is not a project under Section 15378(b)(5) of CEQA\nGuidelines. The action involves an organizational or administrative activity of\ngovernment that will not result in the direct or indirect physical change in the\nenvironment. Contact Persons: Assistant Director of Finance Gallup and\nFinance Manager Attili\nRecommended Action: 1) Accept and file the Annual Comprehensive\nFinancial Report for the Fiscal Year Ended June 30, 2022; and 2) Adopt City\nCouncil Resolution 2023-05, titled "A Resolution of the City Council of the City\nof Encinitas Amending the Fiscal Year 2022-23 Budget" to authorize an\nadditional discretionary payment to CalPERS in the amount of $500,000 to\nreduce the City of Encinitas unfunded pension liability.\n2023-01-25 Item 10B Annual Comprehensive Financial Report Fiscal Year\n2021-22 and Payment to Calpers
