D. AWARD OF CONSTRUCTION CONTRACT NO. 23-04 IN THE AMOUNT OF\n$216,200 PLUS A 10% CONTINGENCY TO PALP, INCORPORATED, DBA\nEXCEL PAVING COMPANY FOR THE REHABILITATION OF A STORM\nDRAIN LINE LOCATED ON SAINT ALBANS ROAD\nA section of the storm drain system located on Saint Albans Road between\nthe existing maintenance manhole at Coolidge Drive and a catch basin\nlocated at Roses Road needs replacement due to substantial decay of the\nexisting corrugated steel pipe. The deteriorated pipe has led to several\nsinkholes in the street and will likely continue to occur if the decay is not\naddressed. Palp, Incorporated, dba Excel Paving Company, is the lowest\nresponsive bidder for the rehabilitation of a storm drain line located on Saint\nAlbans Road. Funding for the project will be from Measure W funds in the\namount of $216,200, plus a 10% contingency of $21,620.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. Approve plans and specifications for the Saint Albans Road Strom Drain\nRehabilitation Project;\n2. Award the contract to Palp, Inc., dba Excel Paving Company; and\n3. Authorize the City Manager to execute Construction Contract No. 23-04\nand approve a purchase order in the amount of $237,820 which includes a\n10% construction contingency.
