14.A A Resolution of the City Council of the City of Hemet, California,\nAdopting General Plan Amendment 23-001 to amend the City of Hemet\nGeneral Plan Circulation Element to include removal of a segment of the\nfuture Whittier Avenue/Street alignment from the City of Hemet General\nPlan Roadway Circulation Master Plan as identified in Exhibit 1A Traffic\nImpact Analysis dated August 17, 2023; and Finding that the Project is\nCategorically Exempt from CEQA in Accordance with 15061(b)(3) of the\nCalifornia Environmental Quality Act (CEQA) Guidelines\nStaff Report #23-314 - Pdf\nRecommendation:\nIt is respectfully recommended that the City Council:\n1. Receive and consider the staff report and attached\ndocumentation related to the proposed General Plan Amendment\n(GPA) 23-001; and\n2. Open the public hearing and receive comments and testimony\nfrom all interested parties; and\n3. Close the public hearing, discuss and deliberate on the proposed\nGPA 23-001; and\n4. Adopt a Resolution of the City Council of the City of Hemet,\nCalifornia, Adopting General Plan Amendment 23-001 to amend\nthe City of Hemet General Plan Circulation Element to include\nremoval of a segment of the future Whittier Avenue/Street\nalignment from the City of Hemet General Plan Roadway\nCirculation Master Plan as identified in Exhibit 1A Traffic Impact\nAnalysis dated August 17, 2023; and Finding that the Project is\nCategorically Exempt from CEQA in Accordance with 15061(b)(3)\nof the California Environmental Quality Act (CEQA) Guidelines.
