13) CONSIDERATION AND DISCUSSION TO ADOPT A RESOLUTION APPROVING “GUIDELINES\nFOR BOARDS, COMMISSIONS AND COMMITTEES HANDBOOK”\nRecommend that the City Council:\na. Adopt Resolution No. 8260, establishing the City of San Fernando’s Commissioner’s\nhandbook “Guidelines for Boards, Commissions and Committees”;\nb. Authorize the City Manager to make non-substantive changes, as appropriate;\nc. Authorize the City Manager or designee to take certain related actions to develop,\nimplement and facilitate an in-house Commissioners training program; and\nd. Provide direction to staff, as appropriate.
