City Council: Submission of the FY 2023-24 through FY 2027-28 General Fund Five-Year Financial\nForecast for review and request direction to proceed with developing a fiscally sustainable budget\nA) Report by Jill Moya, Financial Services Director\nB) Discussion\nC) Recommendation – direct staff\nCity Council: Approval of Amendment 1 to the Professional Service Agreement with Gatekeepers\nSecurity Services Inc., in the amount of $125,100, for a revised contract amount of $175,000, and\nextending the term for a period of one year to January 31, 2024, for security services at the\nOceanside Transit Center Parking Structure located at 290 Seagaze Drive and the Alley at S.\nCleveland Street and S. Tremont Street; and authorization for the City Manager to execute the\namendment upon receipt of all supporting documents\nCity Council: Approval of an amendment to the existing Operating Agreement with Agri Service\nRecycling, Inc. (“Agri Service”), which expires December 31, 2023, to remove the early termination\nprovision from the agreement; approval of an amendment to extend the term of the new Property\nLease Agreement with Agri Service which commences January 1, 2024, for an additional five years\nfor a total term of 15 years, with annual estimated revenue to the City of $188,742, remove the\nearly termination provision from the agreement, and increase the percentage of rent, for use of\nthe property known as the El Corazon Organic Materials Processing Facility located at El Corazon;\nand authorization for the City Manager to execute the amendments upon receipt of all supporting\ndocuments\nCity Council: Approval of a Professional Services Agreement with ALTA Planning + Design, Inc., in\nthe amount of $322,393, for the preparation of a feasibility study to increase the width of the\nsouthern portion of Oceanside Coastal Rail Trail from Morse Street to Vista Way and to connect to\nthe Carlsbad portion of the Coastal Rail Trail; and authorization for the City Manager to execute\nthe agreement\nCity Council: Approval of a Professional Services Agreement with Berry, Dunn, McNeil & Parker,\nLLC, in the amount of $79,450, for a Library Study including Facilities, Service Delivery, and a\nCommunity Needs Assessment; and development of a new Library Strategic Plan.
