8. NOTICE OF COMPLETION FOR ARBOR SEWER LATERAL (PW2019-17)\nAND APPROVAL OF CONTRACT CHANGE ORDER NO.3\nRECOMMENDED ACTION: 1. Approve Contract Change Order No. 3 with\nElegant Construction, Inc. for the Arbor Sewer Lateral Project (PW\n2019-17) and authorize the City Manager to execute the document in the\namount of $18,130.80. 2. Find that Elegant Construction, Inc. has\ncompleted construction of the Arbor Sewer Lateral Project (PW 2019-17). 3.\nApprove the Notice of Completion and authorize the Mayor to execute the\ndocument on behalf of the City. 4. Authorize City Clerk to submit Notice of\nCompletion for recordation to the Office of the County Recorder of Orange\nCounty within fifteen days of City Council approval, as required by Section\n9204 of the California Civil Code. 5. Authorize staff to release any\nunencumbered retention in accordance with California law.
