8. Resolution to Initiate the Procedures to Exchange an Access Driveway\nEasement Over a Minor Portion of Crown Valley Park for an Easement Over\nAdjacent Private Property (The Village Shopping Center) for Overflow\nParking for Park Users and to Conditionally Approve a Reciprocal Easement\nAgreement, and finding said action exempt from CEQA pursuant to State\nCEQA Guidelines Section 15301 (Existing Facilities)\nRecommendation\nStaff recommends that the City Council:\n1. Adopt Resolution 2023-1450 to initiate the discontinuance of the use of a\nminor portion of Crown Valley Park that currently serves as a landscape\nborder, in exchange for an easement for non-exclusive use of up\nto five parking spaces at 30001 Crown Valley Parkway, Laguna Niguel,\nCalifornia, by users of Crown Valley Park and to call a public hearing on\nDecember 5, 2023, regarding the proposed minor exchange of park land,\nand finding that such action is exempt from CEQA pursuant to State CEQA\nGuidelines Section 15301 (Existing Facilities);\n2. Upon completion of the procedures necessary to discontinue the applicable\nportion of Crown Valley Park, approve a reciprocal easement agreement\nbetween the City of Laguna Niguel and MV/The Village, LLC, regarding the\nproposed minor exchange of park land (“Easement Agreement”);\n3. Direct the City Clerk to cause Resolution 2023-1450 to be published and\ncirculated in accordance with Government Code Section 38445; and\n4.
