14.k Rowland Avenue Street Rehabilitation Project – Award of Contract to Gentry 105\nBrothers, Inc. in the Amount of $2,987,785\nStaff Recommendation:\n1. Approve plans and specifications for the Rowland Avenue Street\nRehabilitation Project;\n2. Award a contract for the Rowland Avenue Street Rehabilitation Project to\nGentry Brothers, Inc. as the lowest responsive and responsible bidder in the\namount of $2,987,785;\n3. Authorize a contingency amount of $300,000 for any unforeseen\nconstruction expenses;\n4. Approve a Professional Services Agreement with CEJ Engineers, Inc. for\nProject Management and Inspection Services pertaining to the Rowland\nAvenue Street Rehabilitation Project in the amount of $95,220;\n5. Approve a Professional Services Agreement with Converse Consultants for\nMaterial Testing and Inspection Services pertaining to the Rowland Avenue\nStreet Rehabilitation Project in the amount of $39,305;\n6. Adopt Resolution CC 2023-97 amending the FY 2023-24 Capital\nImprovement Program Budget to establish a revenue and expenditure budget\nwithin the Transportation CIP Fund of $500,000 for use towards the completion\nof the Rowland Avenue Street Rehabilitation Project; and\n7. Approve a Memorandum of Understanding Agreement (MOU) between Los\nAngeles County and the City of Covina for completion of the Rowland Avenue\nStreet Rehabilitation Project.
