REVIEW OF THE DRAFT REVISED HOUSING ELEMENT UPDATE FOR THE\n2021­2029 HOUSING ELEMENT PLANNING PERIOD AND AUTHORIZE\nSUBMITTAL TO THE STATE DEPARTMENT OF HOUSING AND\nCOMMUNITY DEVELOPMENT\nRecommendation: Review the draft Housing Element Update (HEU), including\nopportunity sites and housing programs, determine that the project is exempt from\nCalifornia Environmental Quality Act review pursuant to State CEQA Guidelines\nSection 15061(b)(3), provide authorization to submit the Draft Revised Housing\nElement Update to the California Department of Housing and Community\nDevelopment and authorize the City Manager to take any and all necessary actions\nto effectuate the adoption of the housing element for certification.
