8.1 Grant Award and Agreements: Accept and Appropriate Grant Funds and Approve a Related\nAgreement, Increase Authorized Police Staffing, and Approve Agreements with Flock Group\nInc. and SANDAG for the Organized Retail Theft Grant Program\nReport Number: 23-0276\nLocation: No specific geographic location\nDepartment: Police\nEnvironmental Notice: The activity is not a “Project” as defined under Section 15378 of the\nCalifornia Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines\nSection 15060(c)(3) no environmental review is required.\nRECOMMENDED ACTION:\nAdopt resolutions: A) Accepting $3,037,986 in grant funds from the California Board of State\nand Community Corrections for the Organized Retail Theft Prevention Grant Program, adding\none Police Agent to the authorized staffing level of the Police Department, approving\nAgreement Number BSCC 1146-23 with the Board of State Community Corrections, and\nappropriating $1,133,788 to the Fiscal Year 2023/24 Police Grants Section of the State Grants\nFund; B) Approving an agreement with San Diego Association of Governments for the\nOrganized Retail Theft Prevention Grant Program, and C) Approving an agreement with Flock\nGroup, Inc. for 150 fixed Automated License Plate Recognition cameras.
