7.1 HUD Entitlement Grants and Appropriation: Adopt a First Amendment to the U.S. Department\nof Housing and Urban Development Fiscal Year 2023/24 Annual Action Plan and Appropriate\nFunds\nReport Number: 23-0245\nLocation: 333 Oxford Street\nDepartment: Housing & Homeless Services\nEnvironmental Notice: The Project qualifies for a Categorical Exemption pursuant to the\nCalifornia Environmental Quality Act State Guidelines Section 15301 Class 1 (Existing\nFacilities), Section 15302 Class 2 (Replacement or Reconstruction), and Section 15303 Class\n3 (New Construction or Conversion of Small Structures). Pursuant to Title 24, Part\n58.35(a)(3)(iii) of the Code of Federal Regulations and Housing and Urban Development\nEnvironmental Guidelines, the activity is Categorically excluded under National Environmental\nPolicy Act.\nRECOMMENDED ACTION:\nAdopt a resolution approving the First Amendment to the U.S. Department of Housing and\nUrban Development Annual Action Plan to (1) allocate HOME Investment Partnerships\nProgram Funds to affordable housing production, (2) transfer HOME – American Rescue Plan\nfunds for administration, (3) allocate Community Development Block Grant Funds for the\nrenovation of facilities and infrastructure at Lauderbach Park, (4) authorize the City Manager or\nher designee to negotiate and execute documents consistent with the proposed activities, and\n(5) appropriate funds for that purpose.
