4. SECOND READING AND ADOPTION OF\nORDINANCE NO. 1537 TO AMEND CITY CODE\nSECTION 5331(N)-(O) FOR THE CITY’S\nPREFERENTIAL PERMIT PARKING PROGRAM\nAdoption of Ordinance No. 1537 amends Tustin City\nCode Section 5331(n)-(o) by implementing the\nTustin Residential Parking Action Plan (PAP) on\npublic residential streets and reflects the City\nCouncil’s approval of the Updated Guidelines which\nalso includes the introduction of a Permit Parking\nDistrict Map encompassing public residential streets\neligible for permit parking. Per City Council direction\nat the October 3, 2023, City Council Meeting, the\npermit parking district map has been updated,\namending the boundary between Districts 7 and 9 to\nBrowning Avenue (Attachment 1). Additionally,\npublic input on the permit parking program\ndiscussed Automated License Plate Reader (ALPR)\ntechnology and requested information on Care-\nTaker parking permits. * The Tustin Police\nDepartment has recently procured three (3) ALPR’s\nto equip two parking control vehicles and one traffic\ncollision investigation vehicle to assist with and\nstreamline parking enforcement efforts. *\nResidents that reside within a permit parking district\nthat require assisted care and parking for such care,\nare eligible for up to 75 guest permits per six-\nmonths. To date, the City has not experienced\nchallenges with overnight parking access for such\ncare-takers, but will evaluate any such request on a\ncase-by-case basis.\nRecommendation: That the City Council have\nsecond reading by title only and adoption of\nOrdinance No. 1537.
