4. SECOND READING AND ADOPTION OF\nORDINANCE NO. 1537 TO AMEND CITY CODE\nSECTION 5331(N)-(O) FOR THE CITY’S\nPREFERENTIAL PERMIT PARKING PROGRAM\nAdoption of Ordinance No. 1537 amends Tustin City\nCode Section 5331(n)-(o) by implementing the\nTustin Residential Parking Action Plan (PAP) on\npublic residential streets and reflects the City\nCouncil’s approval of the Updated Guidelines which\nalso includes the introduction of a Permit Parking\nDistrict Map encompassing public residential streets\neligible for permit parking. Per City Council direction\nat the October 3, 2023, City Council Meeting, the\npermit parking district map has been updated,\namending the boundary between Districts 7 and 9 to\nBrowning Avenue (Attachment 1). Additionally,\npublic input on the permit parking program\ndiscussed Automated License Plate Reader (ALPR)\ntechnology and requested information on Care-\nTaker parking permits. * The Tustin Police\nDepartment has recently procured three (3) ALPR’s\nto equip two parking control vehicles and one traffic\ncollision investigation vehicle to assist with and\nstreamline parking enforcement efforts. *\nResidents that reside within a permit parking district\nthat require assisted care and parking for such care,\nare eligible for up to 75 guest permits per six-\nmonths. To date, the City has not experienced\nchallenges with overnight parking access for such\ncare-takers, but will evaluate any such request on a\ncase-by-case basis.\nRecommendation: That the City Council have\nsecond reading by title only and adoption of\nOrdinance No. 1537. 5. FY2022 URBAN AREA SECURITY INITIATIVE\n(UASI) GRANT The City of Anaheim, in its capacity\nas a Core City for the Anaheim/Santa Ana Urban\nArea, applied for, received and accepted a grant\nentitled "FY 2022 Urban Areas Security Initiative"\n(UASI) Grant Program in the amount of $5,056,750.\nThis grant is from the Federal Department of\nHomeland Security, Federal Emergency\nManagement Agency, through the State of California\nOffice of Emergency Services. It is intended to\nenhance countywide emergency preparedness, and\nto help the Operational Area prevent, respond to,\nand recover from acts of terrorism, as set forth in\nthe grant guidelines and assurances that are\nincorporated into the Agreement by reference. The\ngrant period for sub-recipients (City of Tustin) is\nAugust 9, 2023 to March 31, 2025. The funds are\nnow available for distribution throughout the\nOperational Area, and the City of Tustin, as a Sub-\nRecipient, is authorized to participate in the grant\nfunding and grant activities, including regional\ntraining and exercises coordinated by the\nAnaheim/Santa Ana Urban Area.\nRecommendation: It is recommended that the City\nCouncil: 1. Adopt Resolution 23-48, designating the\nChief of Police or his designee as the City's\nauthorized representative for the FY 2022 UASI\ngrant. 2. Approve the FY 2022 UASI Transfer\nAgreement between the City of Anaheim and the\nCity of Tustin. AUTHORIZE THE LOCAL REUSE AUTHORITY\nEXECUTIVE DIRECTOR TO EXECUTE INTERIM\nLEASES AND LICENSES FROM THE\nDEPARTMENT OF DEFENSE FOR PROPERTY AT\nFORMER MARINE CORPS AIR STATION TUSTIN\nLocal Reuse Authority (LRA) Resolution 23-01\nwould provide the LRA Executive Director the\nauthority to execute or accept interim leases and\nlicenses tendered to the LRA from the Department\nof Defense (DOD). Any lease greater than five (5)\nyears, any license greater than one (1) year, or any\nlease or license requiring financial renumeration to\nthe DOD will require City Council (acting as the\nLRA) approval.\nRecommendation: It is recommended that the City\nCouncil, acting as the LRA for former Marine Corps\nAir Station (MCAS) Tustin, takes the following\naction: 1. 9. ALLOCATE FUNDING FOR THE ENTERPRISE\nRESOURCE PLANNING (ERP) SYSTEM\nREPLACEMENT PROJECT The City’s 2018-2023\nStrategic Plan outlined several strategies that were\ndirectly related to an enterprise resource planning\n(ERP) system replacement plan. They included\nplans to evaluate and acquire new utility billing (US)\nsoftware as well as to improve and update\ntechnology for better efficiency and customer\nservices. Staff and the City’s ERP consultants, SDI\nPresence LLC (SDI), completed an ERP system\nneeds assessment study. The study identified many\nshortcomings in the current ERP system, including\nits UB module. It also summarized specific\nfunctional requirements that the City needs to\nstreamline its operations to become more efficient.\nThe next step is to conduct a formal procurement\nprocess to secure a suitable ERP solution.\nRecommendation: Allocate $2.5 million from the\nGeneral Fund's reserves for the ERP system\nreplacement project and transfer this amount to the\nIT fund.MATTERS WHICH COUNCIL MEMBERS\nHAVE ASKED TO BE PLACED ON A FUTURE\nAGENDA No agenda report has been prepared by\nstaff Pursuant to Resolution No. 21-105, if any three\n(3) members of the Council approve a motion to\nagendize any of the following items for a future\nmeeting, the City Manager will initiate preparation of\nan appropriate agenda report and evaluate the\ntentative dates for the requested item to be placed\non the agenda for discussion and consideration by\nthe City Council. An aye vote will direct staff to\nprepare an agenda report for Council discussion\nand consideration at a future meeting date to be\ndetermined by the City Manager. A nay vote will\nresult in no further action taken and the item may\nnot be requested by either of the requesting\nmembers of the Council again earlier than six\nmonths after the Council last considered the\nrequest.
