5. AUTHORIZATION TO ENTER INTO A CONTRACT WITH SPEAKEASY JIU JITSU LLC; DBA STRAIGHT\nBLAST GYM SOCAL NOT-TO-EXCEED $200,000 (Police Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find the proposed action in the agenda report is exempt from the California Environmental Quality Act\n(“CEQA”) pursuant to CEQA Guidelines Section 15061(b)(3), the “Common-Sense” exemption that\nCEQA only applies to projects that may have the potential for causing a significant effect on the\nenvironment; and\n(2) a) Accept the proposal dated August 15, 2023, submitted by Speakeasy Jiu Jitsu LLC; DBA Straight\nBlast Gym SoCal in response to the specifications for Defensive Tactics Training for Police - Instruction\nand Training Facility, b) authorize the issuance of a contract with Speakeasy Jiu Jitsu LLC; DBA Straight\nBlast Gym SoCal in an amount not-to-exceed $120,000 for a period of three years, and c) authorize the City\nManager to extend the agreement for up to two additional one-year periods in the annual amount of $40,000\nfor a total over five years of $200,000 without further City Council approval consistent with the terms of\nthe specifications.\nTPA
