FINANCE COMMITTEE: AMENDMENTS TO FISCAL YEAR 2024 CAPITAL IMPROVEMENT PROGRAM\nAND AUTHORIZE THE CITY MANAGER TO EXECUTE ALL AGREEMENTS FOR THE\nRECEIPT OF ACTIVE TRANSPORTATION PROGRAM AND HIGHWAY SAFETY IMPROVEMENT\nPROGRAM GRANT FUNDS IN THE AMOUNT OF $10,942,040(Public Works Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed actions in the agenda report are not “projects” as defined in the California\nEnvironmental Quality Act (CEQA), Public Resources Code Section 21065 and Section 15378(b)(4)\nand (5) of the State CEQA Guidelines, and as such, are not subject to environmental review;\n(2) Amend the Fiscal Year 2024 Capital Improvement Program (CIP) Budget as detailed in Attachment A\nand B of the agenda report; and\n(3) Authorize the City Manager or designee to execute any and all agreements associated with the\nreceipt of $9,938,000 in Active Transportation Program (ATP) Cycle 6 grant funds and $1,004,040 in\nHighway Safety Improvement Program (HSIP) Cycle 11 grant funds.
