16. FINANCE COMMITTEE: AUTHORIZE THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH\nTHE SUBSTANCE ABUSE AND MENTAL HEALTH SERVICES ADMINISTRATION TO\nRECOGNIZE AND APPROPRIATE $675,000 TO THE FISCAL YEAR 2024 PUBLIC HEALTH\nDEPARTMENT OPERATING BUDGET TO SUPPORT THE PASADENA OUTREACH AND RESPONSE\nTEAM (“PORT”) PROGRAM AND AMEND CONTRACT NO. 32463 WITH UNION STATION HOMELESS\nSERVICES (Public Health Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed action in the agenda report is not subject to the California Environmental Quality\nAct (“CEQA”) pursuant to Section 21065 of CEQA and State CEQA Guidelines Sections 15060(c)(2),\n15060(c)(3), and 15378, and as such, no environmental document pursuant to CEQA is required;\n(2) Authorize the City Manager to enter into an agreement with the Substance Abuse and Mental Health\nServices Administration (“SAMHSA”) to accept and administer $900,000 in Congressional Directive\nSpending (“CDS”) grant funds on behalf of the City of Pasadena to support services for unhoused\nindividuals through the Pasadena Outreach Response Team (“PORT”) program;\n(3) Amend the Fiscal Year 2024 Public Health Department Operating Budget by recognizing and\nappropriating $675,000 of SAMHSA CDS funding awarded to the Department;\n(4) Authorize the City Manager to amend Contract No. 32463 with Union Station Homeless Services to\nincrease the not-to-exceed amount by $498,667 from $567,007 to a revised amount of $1,065,674 for\nPeer Outreach and Licensed Clinical Social Worker (“LCSW”) Services, contingent on grant funding;\nCompetitive Bidding is not required pursuant to City Charter Section 1002(F) Contracts for Professional or\nUnique Services; and\n(5) To the extent this action could be considered a separate procurement subject to the Competitive\nSelection Process, it is recommended that the City Council grant an exemption pursuant to Pasadena\nMunicipal Code (PMC) Section 4.08.049 (B), contracts for which the City’s best interests are served.\nTPA\nCity Council\nCity Attorney\nAdvisory Bodies
