10. APPROVAL OF A CONTRACT FOR POLICE PURSUIT MITIGATION TECHNOLOGY –\nF2M23-69, C2M23-84, M2M23-184\nStaff requests that the City Council approve a contract between the City of Alhambra and\nStarChase GPS Solutions for the use of pursuit mitigation technology. StarChase has\ncreated modern-day technology that reduces risk in vehicle pursuits that has proven\neffective in enhancing public safety, mitigating liability and increasing the apprehension\nrate of fleeing suspects. The technology provides the option to deploy a GPS projectile\nonto a vehicle that has been identified as having been used in a crime. StarChase is the\nonly law enforcement tool (vehicle mounted/installed and hand-held device) of its kind that\nallows a police officer to tag and track a suspect vehicle from a distance in virtually any\nsituation.\nRecommended Action: City Council approve a contract, subject to final language\napproval by the City Manager and City Attorney, by and between the City of Alhambra and\nStarChase GPS Solutions for the use of pursuit mitigation technology in an amount not to\nexceed $89,741.24 over a three-year period; authorize the Chief of Police to execute said\ncontract; and, direct staff to undertake the steps necessary to finalize Council’s action.\n(M2M23-184)
