14. CITY WATER SYSTEM UPDATE AND RECOMMENDED NEXT STEPS\nUpdate on the City Water System grant application and consideration of Requests for Service for\nthe design of the Well # 1 Ion Exchange PFAS Treatment Plant, the Proposition 218 process to\nevaluate and recover costs, the development of a Request for Proposals for the sale of the City\nWater System, and an appropriation of funds to cover the City Water System-related costs.\nRecommendation:\nIt is recommended that the City Council:\n1. Authorize staff to issue a Request for Services (RFS) to Bowman Infrastructure Engineers\nLtd. (Infrastructure Engineers) to initiate the design of the Ion Exchange PFAS Treatment\nPlant in the amount of $454,200;\n2. Authorize staff to issue a RFS to Infrastructure Engineers to initiate the Proposition 218\nprocess to evaluate and recover water costs, construction costs, operation and maintenance\ncosts for the Ion Exchange PFAS Treatment Plant in the amount of $65,200;\n3. Authorize staff to issue a RFS to Infrastructure Engineers to initiate the development of the\nrequest for proposals (RFP) to sell the City Water System in the amount of $55,340; and\n4. Appropriate $574,740 from the General Fund into the FY 23/24 Budget to cover the City\nWater System-related costs.
