GENERAL MOTION TO WAIVE FULL READING AND APPROVE ORDINANCES BY\nTITLE ONLY PURSUANT TO CALIFORNIA GOVERNMENT CODE SECTION 36934\nIn order to expedite the conduct of business at City Council meetings, California State Law\n(California Government Code Section 36934) allows Ordinances to be read by title if a majority of\nthe legislative body supports the motion to waive the full reading.\nRecommendation:\nIt is staff's recommendation that the City Council approve a general motion to waive full reading and\napprove Ordinances by title only pursuant to California Government Code Section 36934.

APPROVAL OF ELIMINATION OF PUBLIC WORKS DEPARTMENT SECRETARY\nPOSITION AND REPLACING IT WITH A SENIOR MANAGEMENT ANALYST POSITION;\nBUDGET AMENDMENT APPROPRIATING MEASURE W FUNDS TO THE\nSTORMWATER COMPLIANCE CONTRACTUAL SERVICES ACCOUNT; AND\nTRANSFER OF GENERAL FUNDS FROM STORMWATER COMPLIANCE\nCONTRACTUAL SERVICES ACCOUNT TO THE PUBLIC WORKS PERSONNEL\nSERVICES ACCOUNT\nConsideration to eliminate a Public Works Department Secretary position and replace it with a\nSenior Management Analyst position; approve a budget amendment to appropriate Measure W\nfunds to Stormwater Compliance Contractual Services account; and approve a transfer of general\nfunds from the Stormwater Compliance Contractual Services account to the Public Works\nPersonnel Services account, to fund the new position.\nRecommendation:\nIt is recommended that the City Council:\n1. Authorize elimination of Public Works Department Secretary position and replace it with a\nSenior Management Analyst position;\n2. Approve a FY 2023-2024 budget appropriation of $60,000 in Measure W funds to the\nStormwater Compliance Contractual Services account; and\n3. Approve a FY 2023-2024 budget transfer of $60,000 in general funds from Stormwater\nCompliance Contractual Services account to the Public Works Personnel Services account\nfor the hiring of one full-time Senior Management Analyst position.\nDISCUSSION (Item Nos. 11 - 15)

11. LOCAL COMMISSIONS APPOINTMENT LIST\nThe Local Commissions Appointments List outlines the City of Bell Gardens Commissions and\nCommissioners. Per the Bell Gardens Municipal Code, City Commissions consist of Bell\nGardens residents appointed by each member of the City Council. Council Members may remove\ncommissioners during any regular City Council meeting and may appoint commissioners following\n10 working days after the posting of the vacancy notice.\nRecommendation:\nIt is staff's recommendation that the City Council review the Commissions Appointments List and\nby motion, remove commissioners and/or make appointments to the posted vacancies.

KOUNKUEY DESIGN INITIATIVE (KDI) PROP 1 GRANT -BELL GARDENS GOLF\nCOURSE RECOVERY PROJECT RESULTS\nA presentation outlining Kounkey Design Initiative's (KDI) findings and vision for the Bell Gardens\nGolf Course Prop 1 Grant.\nRecommendation:\nIt is staff's recommendation that the City Council receive and file the KDI Prop 1 Grant Project\nupdate.

13. REQUEST FUNDS TO PURCHASE VEHICLES FOR THE POLICE DEPARTMENT\n5\nThe Bell Gardens Police Department assessed their vehicle fleet to keep the Police Department’s\noperations at peak efficiency and readiness. The assessment revealed that numerous vehicles are\nover 10-years-old with most of them operating with approximately 80,000 to 100,000 miles.\nTherefore, the Police Department is requesting funding to replace these vehicles.\nRecommendation:\nIt is staff's recommendation that the City Council:\n1. Authorize the City Manager to execute a procurement agreement with 72 Hour LLC dba :\nNational Auto Fleet Group, subject to City Attorney approval as to form, for 24 vehicles for a\nnot to exceed amount of $1.5 million for FY 2023-24 and FY 2024-25; and\n2. Appropriate $1.5 million from the general fund to the Police Department’s budget for FY\n2023-24 and FY 2024-25.

CITY WATER SYSTEM UPDATE AND RECOMMENDED NEXT STEPS\nUpdate on the City Water System grant application and consideration of Requests for Service for\nthe design of the Well # 1 Ion Exchange PFAS Treatment Plant, the Proposition 218 process to\nevaluate and recover costs, the development of a Request for Proposals for the sale of the City\nWater System, and an appropriation of funds to cover the City Water System-related costs.\nRecommendation:\nIt is recommended that the City Council:\n1. Authorize staff to issue a Request for Services (RFS) to Bowman Infrastructure Engineers\nLtd. (Infrastructure Engineers) to initiate the design of the Ion Exchange PFAS Treatment\nPlant in the amount of $454,200;\n2. Authorize staff to issue a RFS to Infrastructure Engineers to initiate the Proposition 218\nprocess to evaluate and recover water costs, construction costs, operation and maintenance\ncosts for the Ion Exchange PFAS Treatment Plant in the amount of $65,200;\n3. Authorize staff to issue a RFS to Infrastructure Engineers to initiate the development of the\nrequest for proposals (RFP) to sell the City Water System in the amount of $55,340; and\n4. Appropriate $574,740 from the General Fund into the FY 23/24 Budget to cover the City\nWater System-related costs.

WARRANT REGISTERS AND WIRE TRANSFERS\nIn approving the action of receiving and filing the warrant registers, the official minutes of the Bell\nGardens City Council should state that each individual member of the City Council is not voting on,\ninfluencing the outcome of, or participating in approving, accepting, receiving or filing any warrant\nwhich bears the name of the same council member, or pays for any costs or expenses, or\notherwise benefits the same named council member. Each council member will not be participating,\ninfluencing or voting on any such warrant bearing their name or which benefits the same named\ncouncil member, but with that exception is voting in favor of receiving and filing all other warrants\ncontained in this report, unless otherwise noted on the record at the time of the approval of the\naction required by this report.\nRecommendation:\nIt is staff's recommendation that the City Council receive and file the warrant registers, wire\ntransfers, and net payrolls dated 09/21/23, 09/26/23 and 10/03/23.

SECOND READING AND ADOPTION OF ORDINANCE NO. 937 (ZONING CODE\nAMENDMENT NO. 2023-062)\nSecond Reading of Ordinance No. 937 amending Title 9 (Zoning and Planning Regulations) of the\nBell Gardens Municipal Code (“BGMC”) to accommodate vehicle parking/storage for automobile\nrepair facilities as stand-alone parking lots when in connection to, or in the vicinity of, automobile\nrepair facilities.\nRecommendation:\nIt is staff's recommendation that the City Council waive the full reading and adopt Ordinance No.\n937 to comply with Bell Gardens’ General Plan policies and programs to promote economic vitality\nand opportunity and compatible neighborhood development.

5. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELL GARDENS\nAPPROVING A PROFESSIONAL SERVICES AGREEMENT BETWEEN THE CITY OF\nBELL GARDENS AND SAESHE, INC. FOR BROADBAND AFFORDABLE\nCONNECTIVITY PROGRAM OUTREACH CONSULTATION SERVICES\nA resolution of the City Council of the City of Bell Gardens approving a professional services\nagreement between the City of Bell Gardens and SAESHE, Inc. to partner with staff and\ncommunity-based organizations to promote broadband affordable connectivity.\n3\nRecommendation:\nIt is staff's recommendation that the City Council adopt the attached resolution approving a\nProfessional Services Agreement with SAESHE, Inc. (SAESHE), for the broadband Affordable\nConnectivity Program Outreach (ACPO) consultation services.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELL GARDENS\nAPPROVING A PROFESSIONAL SERVICES AGREEMENT BETWEEN THE CITY OF\nBELL GARDENS AND ONLINE SOLUTIONS, LLC (DBA, CITIZENSERVE)\nA resolution of the City Council of the City of Bell Gardens approving a professional services\nagreement between the City of Bell Gardens and Online Solutions, LLC (DBA, Citizenserve) for\npermit tracking and land use management software.\nRecommendation:\nIt is staff’s recommendation that the City Council adopt the attached resolution approving a\nProfessional Services Agreement with Online Solutions, LLC (DBA, Citizenserve), subject to City\nAttorney approval as to form, for the development of an electronic permit tracking and land use\nmanagement system and software implementation.

APPROVAL OF RESOLUTION AND FUNDING AGREEMENT WITH THE DEPARTMENT\nOF HOUSING AND URBAN DEVELOPMENT FOR THE JOHN ANSON FORD PARK\nREGIONAL AQUATICS CENTER PROJECT\nApproval of funding agreement for the John Anson Ford Park Regional Aquatic Center.\nRecommendation:\nIt is staff’s recommendation that the City Council:\n1. Adopt the attached resolution; and\n2. Approve FY 2023 Community Project Funding Grant Agreement No. B-23-CP-CA-0202 with\nthe Department of Housing and Urban Development (HUD) for the John Anson Ford Park\nRegional Aquatics Center Funding.

AWARD OF PROFESSION SERVICES AGREEMENT FOR SECURITY GUARD\nSERVICES FOR THE BELL GARDENS SPORTS CENTER, VETERANS PARK AND CITY\nHALL PARKING LOT\nAdoption of resolution and award of professional services agreement with American Global\nSecurity for the Bell Gardens Sports Center, Veterans Park and City Hall Parking Lot security\nguard services.\nRecommendation:\nIt is staff's recommendation that the City Council:\n1. Adopt the attached resolution; and\n2. Authorize the City Manager to execute a Professional Services Agreement for security guard\nservices with American Global Security, for a three-year term with the option of two one-year\nyear extensions and subject to approval by the City Attorney.

INSTALLATION OF RED CURB "NO PARKING" RESTRICTIONS FRONTING 6872 GAGE\nAVENUE\nConsideration of a Resolution to authorize the installation of an additional 11 feet of red curb ‘no\nparking’ restrictions fronting 6872 Gage Avenue to improve sight distance conditions for vehicles\nexiting the driveway onto Gage Avenue.\nRecommendation:\n4\nIt is staff's recommendation that the City Council:\n1. Adopt the attached Resolution establishing parking restrictions in the City and authorizing the\ninstallation of 11 feet of additional red curb 'no parking' restrictions fronting 6872 Gage\nAvenue to improve sight distance conditions; and\n2. Rescind Resolution No. 2005-15.
