Waive Council Policy 4.1 and approve an agreement with Townsend Public Affairs, in the\namount of $7,500 per month with a total amount not to exceed $270,000, for supplemental\nstate advocacy services for a one year term with two one-year optional renewals; and authorize\nthe City Manager, or designee, to administer the agreement.
