12. FINANCE COMMITTEE: AUTHORIZE THE CITY MANAGER TO ENTER INTO A MEMORANDUM OF\nUNDERSTANDING WITH THE TASK FORCE FOR REGIONAL AUTO THEFT PREVENTION AND\nAMEND THE POLICE DEPARTMENT’S FISCAL YEAR 2024 OPERATING BUDGET BY RECOGNIZING\nREVENUE AND APPROPRIATING $247,595 (Police Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the project proposed in the agenda report is exempt under the California Environmental\nQuality Act (CEQA) Guidelines Section 15061(b)(3), the “Common-Sense” exemption that CEQA applies\nonly to projects that may have an effect on the environment;\n(2) Authorize the City Manager to enter into a memorandum of understanding with the Task Force for\nRegional Auto Theft Prevention (TRAP); and\n(3) Amend the Police Department’s Fiscal Year (FY) 2024 Operating Budget by recognizing revenue and\nappropriating $247,595 in the General Fund (101) as detailed in the Fiscal Impact Section of the agenda\nreport.
