13. FINANCE COMMITTEE: AUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT WITH THE\nDEPARTMENT OF ALCOHOLIC BEVERAGE CONTROL (ABC) FOR A GRANT AND AMEND\nTHE POLICE DEPARTMENT’S FISCAL YEAR 2024 OPERATING BUDGET BY RECOGNIZING REVENUE\nAND APPROPRIATING $40,000 (Police Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the project proposed in the agenda report is exempt under the California Environmental\nQuality Act (CEQA) Guidelines Section 15061(b)(3), the “Common-Sense” exemption that CEQA applies\nonly to projects that may have an effect on the environment;\n(2) Adopt a resolution authorizing the City to receive the grant funding from ABC as detailed in the\nagenda report;\n(3) Amend the Police Department’s Fiscal Year (FY) 2024 Operating Budget by recognizing revenue and\nappropriating $40,000 in the General Fund (101); and\n(4) Authorize the City Manager to enter into a contract for a grant with the State of California Department\nof Alcoholic Beverage Control.\nRESOLUTION
