ZA-2021-639-CUB-1A Council District: 10 – Hutt\nCEQA: ENV-2021-642-CE Last Day to Act: 10-24-23\nPlan Area: Wilshire Continued from: 07-25-23;\n09-12-23;\n09-26-23\nPUBLIC HEARING REQUIRED\nPROJECT SITE: 700 – 708 South Vermont Avenue; 3070 – 3086 West 7th Street\nPROPOSED PROJECT:\nThe sale of beer and wine for off-site consumption within an existing 1,799 square-foot convenience\nmarket. The convenience store’s operating hours are 24 hours daily, with the sale of beer and wine from\n6:00 a.m. – 2:00 a.m. daily.\nAPPEAL:\nAn appeal of the April 24, 2023, Zoning Administrator’s determination which:\n1. Denied, pursuant to Section 12.24 W.1 of the Los Angeles Municipal Code, a Conditional Use Permit\nto allow the sale of beer and wine for off-site consumption at an existing convenience store which\ncurrently operates 24 hours per day, seven days of the week;\n2. Adopted the Findings; and\n3. Pursuant to Public Resources Code Section 21080(b)(5), that the California Environmental Quality Act\n(CEQA) does not apply to “projects which a public agency rejects or disapproves.”\n*If the Central Area Planning Commission elects to grant the appeal, either in whole or in part, and to\noverturn the Zoning Administrator’s determination, the Commission may also consider a Categorical\nExemption from CEQA pursuant to CEQA Guidelines, Section 15301, and may make a determination\nthat there is no substantial evidence demonstrating that an exception to a categorical exemption,\npursuant to CEQA Guidelines Section 15300.2, applies.\nApplicant: Margaret Lee, 700 LEEF LLC\nRepresentative: Sherrie Olson, PLRC\nAppellant: Christine Lee, 700 South Vermont Corp.\nStaff: Charles J.
